Pay Rate depending on skill and experience

Hourly: £57.00 to £67.00 umbrella per hour

Daily: £427 to £502 per day based on 7.5 hours per day

Working days and hours: Monday to Friday 9.00am to 5.00pm (37.5 hours per week)

Job Overview

This is a large capital development so potentially running over several years. Initially the post will need to get the client to OBc and then FBc for the programme and the role will be expected to be at least a year in duration. This may be flexible and longer or shorter depending on the skills and expertise of the post holder, the progress of the programme and the cost.

Job Summary

The Programme Director (Working Together to Transform Emergency Care) will play a key role in delivering the Trust’s transformation and improvement agenda through the leadership and delivery of Transforming Emergency Care Programme that includes a £60m capital development to reconfigure our Emergency Department and associated emergency care estate to reflect a new emergency care clinical model. Their function will be to lead the delivery of the £60m capital redevelopment as part of the wider programme of Transforming Emergency Care. They will coordinate the programme team, co-ordinating all programme governance and workstream, including clinical, workforce, operational, estates and finance groups and will oversee the commissioning and management of all technical advisers

Working closely with the Clinical Directors for the Programme, clinical and operational teams, and the Executive team, they will ensure a robust engagement and governance process is in place to meet key milestones, aligning the timescales required for delivery of a capital programme, with effective and clear involvement of all key stakeholders.

Key Responsibilities

  • Lead on the establishment of an on-going management of the Programme team, including the recruitment and development of the team
  • Lead the multi-disciplinary programme team to deliver the redesign and development of the Trust’s transforming emergency care programme including the delivery of a £60m capital redevelopment
  • Establish and oversee a robust programme governance framework to include and co-ordinate input from clinical, workforce, estates, operational and finance teams
  • Provide formal reporting to the Board of Directors and Finance and Investment Committee on all aspects of operational, quality and financial performance of the programme.
  • Manage, in partnership with expert partner where required, the commissioning and oversight of all technical advisers
  • Lead the establishment and delivery of clinical working groups to design and deliver new clinical models to inform estates requirements
  • Ensure key risks to Programme delivery are proactively identified, escalated appropriately, and addressed with robust mitigations;
  • Act as the named individual who is the single focal point responsible to the Programme SRO
  • To provide clear professional and managerial leadershipto the team, creating a team that is highly skilled, effective, engaged and highly motivated
  • Responsible for the overall integrity and coherence of the Programme

Essential Experience, Skill and Qualifications

  • Detailed understanding of NHS Trust regulatory requirements, estates and capital development and performance expectations
  • Prince 2 practitioner or relevant experience
  • Extensive specialist knowledge, expertise and experience, acquired through advanced professional training put into practical effect over a significant period of time, programme management, project management and performance management (including or with a good working knowledge of Managing Successful Programmes, PRINCE2 and Benefits Realisation).
  • Experience of delivering highly complex performance and other reports and messages to a diverse range of people in ways suited to the audience in one to one and group situations. This includes contexts where there is antagonism and significant resistance to the messages conveyed such as in discussions or consultations (e.g. with managers, clinicians, staff, patients or commissioners) about contentious business changes, so as to address barriers to acceptance and change with the aim of influencing people to obtain buy-in.
