Joint Commercial Planning Manager
To c.£55,000 per annum (plus excellent benefits)


Surrey Police and Sussex Police work in collaboration in a number of areas including specialist crime and operations to deliver even greater efficiency and effectiveness, improving services and resilience at a reduced cost. This includes a joint operation across all estates services and property management working out of their two main HQs at Guildford and Lewes.

Reporting to the Head of Estates Services, the role is responsible for promoting and monitoring both Sussex and Surrey Police Force’s interests in the statutory planning system, ensuring that both Force’s future commercial growth requirements are identified, recognised and where possible funded through the Local Authority planning system or external income generating opportunities. The Planning Manager will liaise and work closely with the Police and Crime Commissioner team, identifying areas for collaboration.

The main responsibilities include:

  • Identifying the Force’s requirements to respond to future community growth impacts, ensuring that the implications of future growth/new development across all the Local Policing Areas (LPA) across Sussex and Surrey are assessed and clearly understood.
  • Develop and review plans of each LPA and meet Local Authority information requirements in support of claims submitted either in response to planning applications or the development of Infrastructure Delivery Plans and Community Infrastructure Levy.

The successful candidate will possess a BSc Hons in Town Planning and/or professional qualification in a town & country planning related discipline with membership of the Royal Town Planning Institute (MRTPI) or similar qualification.

You will have extensive relevant and recent experience of close liaison between internal clients and external contacts, including professional advisers and representatives of other large scale public organisations. Experienced in identifying, managing and negotiating developer contributions by way of Section 106 Agreements and the Community Infrastructure Levy is key. Knowledge and proven ability to appraise relevant planning policy documents and to submit required consultation responses will be essential.
