HEAD of Capial Development

We are recruiting for a Head of Capital development to work in Gwynedd. The position is on an interim basis for 6 months with a good possibility of the job moving to a permanent position.
The main responsibilities are to plan, develop and manage the capital development projects and Programme management at a senior level for multiple and complex projects from £100k upwards.

Represent us the Client under the CDM Regulations.
Ensuring the quality of service is maintained. Responsible for establishing and monitoring key performance indicators in relation to all the activities of the team.
Establish and maintain liaisons and networks with key stakeholders to ensure that the user departments receive a good service from the Capital Project team and that effective measures are in place to record and monitor this.
Contribute to the preparation of bids for grant aid funding if required.
To contribute to the development and responsible for the implementation of the estates strategy, ensuring that projects align with the strategy.
Supporting the feasibility, business and design stage with technical reports as required.
Project manage any relocation or decanting of users during the project period.
Working with stakeholders, producing project briefs, liaising with contractors and consultants. Responsible for design via consultants.
Procuring specialist professional services to assist with the design, construction and management of our capital projects as required.
Responsible for all aspects of contract management and overseeing teams of professionals tasked with delivering a broad range of capital projects.
Ensure that the Capital Projects team is adequately resourced with an effective blend of in-house and external resource available.
Prepare the relevant contract documentation, assisted by the Director of Property and Campus Services and by internal or external legal resource when necessary.
Monitoring the delivery of the Capital Development Programme to ensure capital projects achieve desired outputs within agreed time frames, within budget, to specification and operational standards.
Responsible for ensuring that all projects are delivered within the agreed sum, ensuring that adequate financial controls are in place and regularly monitoring commitments, contingency draw down and total expenditure across the full range of capital project activities
Provide monthly reports, including cost reports, on all projects
Ensure that all aspects of capital project activity represent best value and that there are demonstrable processes in place to support this.
Manage risks and compliance activities relating to capital building projects.
Ensure O & M manuals are prepared and within the CAFM system before handover of projects.
Ensure CAFM system is utilised appropriately in relation to capital building projects
Engender excellent customer services and be customer centric.
Management of staff within the Capital team including their development and PDRs.
Undertake the recruitment process for all staff and arrange induction of all new staff.

About you
Educated to degree level or equivalent in a relevant subject suitable for the post.
Programme/Project Management Certification
Qualified as a Chartered Member of a Professional Institution relevant to the role, e.g. Chartered Member of the Royal Institute of Chartered Surveyors, Royal Institute of British Architects or Institute of Project Management
At least five years' experience of Programme and Project Management
Experience of major public sector buildings with multi stakeholders
Broad, demonstrable experience of directly managing large scale, complex construction projects
and programmes, including new-build and redevelopment schemes

Direct experience in the role of Client or Contractor under the CDM Regulations
