Senior Transport Planner - Blackburn with Darwen Borough Council
  • Pay Rate: Up to £40ph Umbrella.
  • Job Type: Temporary, full-time.
  • Contract: 12 months.
  • Working Arrangement: Hybrid, 2 office days per week.

Blackburn with Darwen Borough Council are seeking a Senior Transport Planner to play a major role in the development of the Council’s transport policy and strategy, focusing on sustainable transport initiatives. 

Day to Day of the Role:
  • Prepare and collaborate on transport policy, plans, and programmes, including the Local Plan and Local Transport Plan.
  • Engage with stakeholders to promote and develop transport improvements and sustainable transport initiatives.
  • Lead on active travel within the Borough, supporting infrastructure improvements and behavioural change initiatives.
  • Develop a transport evidence base to inform policy development, planning decisions, and funding bids.
  • Provide policy guidance on transport policy matters, including decarbonisation and transport-related social exclusion.
  • Prepare and submit bids for sustainable transport projects.
  • Advise planners and developers with supplementary planning guidance and green travel planning advice.
  • Manage and maintain the BwDConnect website on behalf of the Council.
  • Provide an effective and efficient service on sustainable transport matters to other Council departments, external agencies, businesses, and the community.
  • Deputise for the Strategic Transport Lead and Strategic Planning and Transport Manager when required.
Required Skills & Qualifications:
  • Degree or qualification in a relevant subject or membership of a relevant professional institute (e.g., ICE, CIHT, IHE, RTPI).
  • Proven track record in transport policy/project development or relevant experience in a related field.
  • Specialist knowledge of current issues around transport policy and practice.
  • Highly developed interpersonal skills with the ability to communicate at all levels.
  • Ability to persuade, influence, and collaborate effectively with internal and external stakeholders.
  • Excellent project management skills and the ability to manage multiple priorities within strict time limits.
  • Ability to write clear, concise reports and manage workloads with minimal supervision.
