I am currently working with an excellent public sector organisation who are looking to add a Senior Procurement Officer to their team. The right candidate will have experience of drafting, analysing and awarding a variety of goods of significant complexity an value, can negotiate at a senior level with internal and external stakeholders, along with having a good understanding of EU Procurement regulations and OJEU principals.

Lead and manage complex and strategic collaborative and local procurement projects for the organisation to ensure their effective delivery in line with customer requirement and timescales.
Provide professional advice to a portfolio of senior customers on technical commercial matters to ensure that the organisations capital and revenue budgets are spent in accordance with budget strategies and comply with Financial Regulations, Contract Standing Orders and Procurement legislation in order to protect the organisation from financial and reputational risk.
Provide technical advice on routes to market and complex framework call-off requirements
Contribute to commercial category strategies for a portfolio of spend to achieve the strategic aims and objectives of the forces served.
Must have Chartered Institute of Purchasing and Supply (CIPS) Level 5 Advanced Diploma in Procurement and Supply - or equivalent
Good understanding of Procurement procedures applicable in the
Excellent interpretation and understanding of the Public Contracts Regulations,
procurement legislation and developments in legislation and best practice to
advise stakeholders of the consequences of changes to contracts and the
risks within terms and conditions
Understanding of Agreements such as Collaboration and Confidentiality
Good knowledge of General Data Protection Regulations, Information
Management and TUPE legislation relating to contracts
Demonstrable experience in drafting, analysing and awarding a variety of goods and services
tenders and contracts, of significant complexity and value.
Demonstrable experience of contract management.
Ability to benchmark services and market test categories of spend to evidence and support value for money principles
Ability to provide professional advice and guidance on technical contract matters to internal
and external stakeholders officers and staff to contribute to the force's value for money
and strategic procurement objectives
Evidence of the ability to negotiate at senior levels both internally and externally.
Computer literate and proficient in Microsoft applications, particularly Word, Excel and Outlook
Experience in using electronic tender system
Experience in advertising OJEU and below OJEU threshold tenders electronically
