Full job description

Procurement Manager | Offshore & Energy Projects
Woking, Surrey | Up to £75,000
12-month fixed-term contract
Hybrid: three office days per week

A newly awarded EPC project has created an opportunity for a Procurement Manager to take ownership of the purchasing and subcontracting function within an offshore engineering consultancy.
You’ll be the person connecting engineering requirements with supplier delivery: establishing what needs to be bought, securing the right commercial terms and making sure equipment, materials and services reach the project when required.
The appointment is initially tied to a 12-month project. There is scope for it to become permanent as the business gains greater visibility of its future workload.

What will you be taking on? Working within a project team of approximately 40 people, you’ll act as the main procurement contact. Your closest working relationships will be with Package Managers, Engineering Leads, suppliers and subcontractors, rather than every member of the wider team.
Your remit will cover both tender-stage procurement and project execution, with responsibility extending from the first requisition through to delivery and commercial close-out.

Before orders are placed, you will:
  • Turn engineering and package requirements into a clear procurement plan.
  • Build purchasing schedules around project milestones, identifying long-lead equipment and activities that could affect the critical path.
  • Establish transport, shipping and logistics requirements.
  • Prepare RFIs, RFQs and invitations to tender.
  • Bring together technical and commercial bid evaluations, consolidating pricing, costs, delivery programmes, quality, logistics and operational inputs.
  • Negotiate supplier and subcontractor terms and issue purchase orders.
Once suppliers are appointed, you will:
  • Manage orders through to final delivery, coordinating expediting and monitoring contractual performance.
  • Resolve supplier changes, concessions and deviations.
  • Support due diligence and onboarding onto the approved vendor list.
  • Arrange supplier quality activities, inspections and witness points.
  • Work with engineering colleagues to ensure technical specifications are satisfied and with Package Managers to achieve quality and delivery requirements.
  • Obtain manufacturing records, certificates and supporting documentation before acceptance.
Throughout the project, you will:
  • Keep procurement priorities aligned with package requirements and the overall programme.
  • Provide progress reports and updated delivery schedules.
  • Flag risks early and propose practical mitigation or recovery actions.
  • Contribute to budgets and forecasts, maintaining cost and commitment registers covering purchase order status, delivery terms and planned versus forecast delivery dates.
  • Assess the commercial consequences of changes and variations.
  • Assist with subcontractor claims and commercial correspondence.
  • Follow company procedures and client requirements.
  • Support post-award audits, reconciliation and purchase order/subcontract close-out.
The experience that matters You’ll need to have delivered procurement on EPC or EPCI projects, including responsibility for suppliers, subcontractors and equipment packages. Strong negotiation skills, commercial awareness and an understanding of manufacturing, fabrication and delivery processes are essential.

A degree in Engineering, Procurement, Supply Chain or a related discipline is welcome, alongside applications from candidates with equivalent practical experience.

Experience in offshore wind, offshore oil and gas or marine projects would be particularly useful. International sourcing and logistics experience, together with knowledge of fabrication and construction contracts, would also strengthen your application.

Where you’ll be making an impact The consultancy is expanding its offshore facilities and EPC offering across oil and gas, renewables and carbon capture, utilisation and storage (CCUS).
Its teams combine specialist engineering expertise with advanced technology and proactive digital monitoring to help clients make better decisions, improve economic viability, reduce risk and increase efficiency throughout the project lifecycle—from design through to decommissioning.

This is an opportunity to take ownership of a project-critical function in a growing business, working in a fast-paced environment where procurement decisions directly influence delivery.
