Are you a dynamic and strategic leader ready to make a significant impact on public transportation? Our client is seeking an accomplished individual to join their team as a Principal Public Transport Officer. This is a temporary position with the option to go permanent for this right person.

Responsibilities:

Team Management:

  • Supervise and lead a high-performing team dedicated to delivering the Council's public transport policies and statutory responsibilities
  • Motivate, develop, and retain team members to ensure a positive and productive work environment

Enhanced Partnership and Improvement Plans:

  • Support the implementation of the Enhanced Partnership Scheme and Enhanced Partnership Plan with local bus operators under the Bus Services Act 2017
  • Lead the development and implementation of the Bus Service Improvement Plan and contribute to funding bids

Budget Management:

  • Manage budgets for minor bus infrastructure upgrades and repairs
  • Support the team leader in managing budgets for public transport improvement schemes, utilizing external funding, such as Section 106 and third-party contributions

Concessionary Travel Scheme Oversight:

  • Oversee the English National Concessionary Travel Scheme (ENCTS) within the Council's area
  • Ensure passes are issued, operators are reimbursed, and the Council's statutory annual ENCTS scheme is published

Procurement Leadership:

  • Lead procurement activities, including liaising with internal procurement advisor's, for Public Bus Contracts and Framework Agreements
  • Oversee Back Office Systems for the Bus Real-Time Information System and ENCTS, and any other contracts as required

Strategic Planning:

  • Take a strategic overview of bus services and related infrastructure development within the Council area
  • Develop innovative ideas, projects, and initiatives for improvement and provide expertise in planning application consultations and Section 106 agreements

Representation and Collaboration:

  • Collaborate with sustainable travel agencies and partners to advance local policies, initiatives, and schemes, including improving rail services and stations for enhanced multi-modal interchange

Efficient Information Management:

  • Maximize personal productivity and reduce risks by efficiently managing information using Office 365 and internal IT systems and applications

Diversity and Inclusion:

  • Actively challenge and eliminate any discriminatory practices or behaviours, fostering an inclusive work environment

Health, Safety, and Welfare:

  • Demonstrate awareness and understanding of others needs, ensuring the health, safety, and welfare of all individuals
