NHS England is creating a new Commercial department with the aim of using commercial and commissioning innovation to secure greater health gain for the NHS in specialised care and more widely for secondary care prescribed medicines, med-tech devices and other technologies. NHS England will aim to realise opportunities for more sophisticated and innovative commercial agreements for promising medicines and devices and securing greater cost effectiveness and affordability. Innovation is critical to enabling NHS England to achieve the ambitions set out in its mandate, to ramp up the pace and scale of change, and deliver better outcomes for patients in England.

The role

This position offers the opportunity to negotiate on behalf of the NHS in achieving optimal outcomes in its commercial arrangements with pharmaceutical companies on new tariff-excluded high cost drugs. Reporting into the Head of Commercial Development, you will lead multidisciplinary teams in negotiating and developing commercial agreements for the supply of pharmaceutical drugs . Working with like-minded, commercially astute and motivated individuals you will seek to maximise value for the NHS and improve cost-effectiveness. Additionally, you will play a key role in developing innovative commercial models in order to achieve this objective.

Your responsibilities will include:

  • Planning negotiations and securing support for clear objectives in the appropriate governance forum e.g. Cancer Drugs Fund Investment Group
  • Leading negotiations with companies, steering discussions and facilitate teams to secure commercial agreements to recommend for investment.
  • Account management of relationships with industry executives and managers, ensuring companies pursue appropriate channels to achieve cost-effective outcomes, and ensuring the organisation is well informed in any interactions with companies.
  • Managing a team of middle and back office functions including senior commercial development managers and analysts
  • Supporting planning and forecasting processes, considering the implications of commercial approaches on the NHS budget.

The person

Educated to Masters level in at least one relevant discipline (Public Health, Health Economics, MBA) you should be able to clearly demonstrate previous successful delivery of results when negotiating on commercial agreements in, for example, market access and pricing. This experience should include delivering across the full lifecycle of commercial development from identifying commercial opportunities to maximise value, to implementing them.

Exceptional, well developed negotiation skills from the NHS, pharmaceutical or Medtech industry will be all but essential, as will be the ability to think strategically and see the big picture, although awareness of the public sector procurement policy are equally important.

First rate communication and influencing skills will also be very important in order to quickly build and manage relationships with a wide range of contacts both inside and outside the organisation.
