My Client is looking for an experienced and qualified Management Accountant with Public Sector Experience
CCAB Qualified or equivalent
Experience of working in Local Government Finance
Financial Accountant - experience of closedown process for the statement of accounts including supporting the completion of the primary statements and supporting the notes to the accounts. Up to date knowledge of Local Government accounting standards and Code of Practice.
To provide effective and accurate financial advice and expertise to the council, its staff and partnerships to ensure that the year-end accounts are prepared in an accurate and timely way and in accordance with accounting practice.
To ensure the council acts within its’ legal and regulatory framework.
Providing financial support to the s151 officer to establish the council’s budget and to monitor it throughout the year.
Completion of government returns.
Assisting service units to makes best use of available and appropriate sources of funding. To ensure that the councils accounts, financial control and reporting systems are prepared and maintained in a professional and effective way that promotes both active compliance and sound financial practice.
To ensure that the council’s allocation and use of resources are subject to robust and regular monitoring and review against realistic budgets in accordance with the councils governance requirements. That the implications identified by this financial monitoring are understood by Senior Management.
To provide professional financial advice and training to service managers, directors of service, except directors council members and finance staff.
To act as advocate for the development use of the financial framework and council regulations and to ensure that the implications of these governance requirements are understood and complied with.
To actively assist the council to deliver services that provide both value for money by ensuring that sound business cases and service development plans (including unit costings and benchmarking) are prepared or challenged as necessary.
Ensure the provision of a motivated, focused and competent professional services.
To maintain and develop effective working relationships with the other members of Strategic Finance and Council Staff.
Ability to communicate, both verbally and in writing with confidence to a wide range of internal and external stakeholders, senior management, members, external auditors
Ability to explain compiled financial concepts and issues to non-financial staff using a range of material and media
Ability to exercise diplomacy and tact
