An urgent vacancy has arisen for a highly experienced Deputy Director of Estates and Facilities based at Princess Alexandra Hospital in Harlow, Essex. This is a multi-facetted and diverse role which oversees the strategic and operational management of the Trust's Estates and Facilities functions, ensuring they align with the Trust's strategies and objectives. This includes providing strategic guidance on estate management to ensure safety, efficiency, and adaptability to evolving healthcare needs.

Additionally, the role entails maintaining corporate and professional responsibility for service standards, governance, financial management, compliance, and risk management, while also providing assurance to the Trust Board and Committees regarding estate matters.

Key Responsibilities:

These responsibilities encompass the broad scope of the Deputy Director of Estates and Facilities role, focusing on strategic leadership, stakeholder engagement, financial management, people management, information management, policy development, and new hospital development with metric in seven key areas:

  1. Strategic Leadership and Management:
  • Develop and align the Trust's estate strategy with clinical and corporate objectives.
  • Plan and oversee capital projects for redevelopment, backlog, and investment.
  • Manage the organization's estates infrastructure and master planning.
  • Ensure effective estates and facilities management, covering maintenance, energy, fire safety, and more.
  • Lead the delivery of major capital projects.
  1. Stakeholder Engagement:
  • Build and maintain relationships with internal stakeholders, including Trust Board, Clinical Directors, and Staff Representatives.
  • Represent the Trust in local and national engagement with external stakeholders such as government agencies, contractors, and professional bodies.
  1. Financial Management:
  • Manage significant revenue and capital budgets, ensuring financial targets are met.
  • Develop business cases to support investment and deliver cost improvement programmes.
  • Monitor expenditure, manage resources, and seek efficiencies to achieve savings targets.
  1. People Management:
  • Lead and develop teams across various functions and disciplines.
  • Promote professional standards and a positive culture within the estates and facilities department.
  • Support staff development through effective appraisals, personal development plans, and training initiatives.
  1. Information Management:
  • Oversee property databases and information systems for estates and facilities.
  • Ensure compliance with information governance and data protection standards.
  • Analyse estates and facilities data for reporting purposes and strategic planning.
  1. Policy Development and Implementation:
  • Develop and implement policies and procedures to ensure compliance and safety.
  • Lead change management initiatives and ensure effective staff communication.
  • Drive continuous improvement in estates and facilities services, incorporating patient feedback and national standards.
  1. New Hospital Development:
  • Support the development of business cases for new build projects.
  • Lead estates and facilities work streams to ensure a patient-centred built environment and compliance with regulatory requirements.

Person Specification:

Education and Qualifications:

  • Relevant degree and (ideally, but not essentially) post-graduate qualification (level 8).
  • Chartered professional registration/accreditation.
  • Project management certification.
  • Commitment to continuous professional development.

Experience:

  • Extensive senior management experience in estates and facilities.
  • Proven track record in strategic planning and budget management.
  • Effective partnership working across sectors.
  • Financial control and risk management expertise.
  • Achieving ambitious targets within tight budgets.

Skills and Knowledge:

  • Continuous personal development and planning.
  • Broad understanding of the NHS context and national agenda.
  • Technical, construction, and project management skills.
  • Strong interpersonal and negotiation skills.
