Reed Public Sector Hub is actively recruiting for an interim Workstream Lead (Service Culture) role for a local authority in Berkshire.

Duration – 6 months with the possibility of getting extended

Payrate £450 - £500 per day - Inside IR35

Role:

The Workstream Lead will work with senior managers and managers at all levels to resolve longstanding issues around the management of staff and the culture of the service, providing authoritative advice and guidance on all aspects of culture and culture change. Separate resource has been secured to handle HR case work and the role holder will be expected to work closely with this resource, identifying where HR policies and processes are not being appropriately applied, understanding the reasons for this and ensuring actions are identified and put in place to address them.

The role holder will need to understand councils' values and their application  – supporting line managers to deepen their understanding of how these values are put into practice including through supervision. 1:1s and performance reviews. Where individual or team development is required to support line managers to do this, the role holder will be expected to liaise with the Corporate OD&L team for support.

  • The Workstream Lead will take part in staff briefings and discussions with Union representatives and other stakeholders to ensure a robust and balanced account is given of management’s actions from an HR perspective
  • The Workstream Lead will work closely with HR Advisors and Senior Advisors supporting the Property Services team, ensuring consistency of practice and a focus on accurate management information.  
  • The Workstream Lead will provide a quality assurance function to all managers with regard to communicating changes in working practices, negotiating with staff on sensitive issues, and ensuring all actions taken by management are in accordance with RBC’s HR policies and processes. 
  • The Workstream Lead will provide detailed and analytical reports for the Task Force and for onward circulation to members of the Task Force Oversight Board, including the Cabinet member for housing.

Candidate requirements - 

  • This role will suit an experienced and suitably qualified HR/OD professional with strong analytical skills, excellent interpersonal skills, and the ability to present complex information in an accessible and engaging way. S/he will also have the ability to guide and support managers in tackling longstanding performance issues.
  • Experience of driving culture change in long established front line teams is essential.
  • Experience of working in a local authority, and in particular a DSO environment, is desirable.
