Job Title: Strategic Sourcing Specialist (3-month Contract)

Location: Cornwall, with Mostly Remote Work and Occasional Onsite Meetings

Job Type: 3 month contract

Salary: £450/day Umbrella

Responsibilities:

  • Directly accountable for significant directorate expenditure, shaping wider spend through effective category management across directorates, and delivering substantial commercial savings aligned with the Medium Term Plan (MTP).
  • Lead specific commercial projects within designated directorates/portfolios, contributing to overall commercial performance enhancement.
  • Contribute to the council's commercial strategy, identifying and addressing relevant objectives and improvement areas.
  • Prepare and present complex commercial content to executive and member representatives for specific projects.
  • Engage with third-party suppliers to advance commercial dimensions of business strategy.
  • Support market facilitation and shaping for commercial projects in collaboration with commissioners.
  • Drive cashable and non-cashable savings to inform the Medium Term Financial Plan.
  • Develop and deliver Category Plans to optimize commercial performance and align with stakeholder objectives.
  • Oversee the development and delivery of strategic Sourcing Strategies and regulatory-compliant procurements.
  • Contribute to the reduction of tail spend through compliant purchasing routes.

Requirements:

  • MCIPS qualification or equivalent, or willingness to work towards such a qualification.
  • Extensive experience in commercial, contractual, or financial environments in public and/or private sectors.
  • Proven track record of successful change management and implementation of new policies/practices.
  • Comprehensive knowledge and experience in procurement and contract management.
  • Experience in supplier/partner engagement in a commercially focused role.
  • Strong negotiation and communication skills with internal and external stakeholders.
