Senior Finance Business Partner (Accountancy - Treasury & Taxation) - 3 month contract

Salary - £46,927-£52,685

ACS Staffing Solutions are recruiting a Senior Finance Business Partner on a contract basis - initially 3 months.  This post is in the Professional Accountancy Team which are responsible for:  
  • Closure of Accounts and the Production of the Statement of Accounts 
  • Treasury Management 
  • Capital Programme 
  • Collection Fund 
  • Strategic financial management 
  • Operational accountancy requirements 
  • Advice and support to budget managers 
  • Performance Management 
  • Driving of the efficiency agenda  
We are seeking a highly skilled and experienced Senior Finance Business Partner to join a Professional Accountancy Team. This role is pivotal in overseeing various financial aspects including closure of accounts, treasury management, capital programme, and strategic financial management.

Key Responsibilities:

  • Support the Strategic Finance Business Partner in the closure of the Council’s accounts and production of the Statement of Accounts.
  • Provide technical support for reporting and monitoring the capital programme and funding activities.
  • Manage and provide financial support to Executive Directors, Assistant Directors, and Service Managers.
  • Ensure effective financial controls and governance across the organisation, particularly focusing on the Collection Fund.
  • Lead and develop a team of Finance Business Partners and Accountants to deliver high-quality financial services.
  • Contribute to the strategic and operational management of the Finance Division.
  • Offer high-level advice on accounting, budgeting, and financial management to stakeholders.
  • Develop relationships with national bodies and other local authorities to enhance the quality of financial services.
Principal Responsibilities:
  • Contribute to the strategic and operational management of Financial Services.
  • Manage, motivate, and develop staff within the team.
  • Ensure compliance with the Council’s financial procedures and regulations.
  • Provide financial support on obtaining and securing financial resources.
  • Deliver bespoke financial training packages to Officers.
  • Support the closedown of the accounts schedule.
  • Manage finance projects assigned by the Strategic Finance Business Partner.
  • Support the provision of financial direction and analysis to all Directorates.
  • Deputise for the Strategic Finance Business Partner when necessary.
  • Ensure effective financial controls and reporting.
Person Specification:

Education, Qualifications, and Training:
  • CCAB Qualified or equivalent.
  • Commitment to ongoing professional development.
  • Management qualification (desirable).
Knowledge and Experience:
  • Experience in preparing annual accounts and closure processes.
  • Staff leadership and management experience.
  • Knowledge of financial planning, control, and reporting.
  • Experience in developing financial processes.
  • Ability to communicate effectively with finance and operational staff.
  • Have up to date knowledge of accounting policy such as IFRS, CIPFA codes of practice and Taxation

This role is initially for a 3 month contract that may be extended.
