The Recruitment Co are currently recruiting for a Quality and Compliance Manager to work for a Local Authority in the Blackpool area.

Quality and Compliance Manager salary: £39,186 - £43,421 (depending on experience)

Quality and Compliance Manager hours: 37.5 hours per week (Monday - Friday) -

Quality and Compliance Manager Roles and responsibilities:

  • To lead the Organisation and development of quality procedure manuals in order to develop a comprehensive quality approach to the services provided by the team.
  • To establish and maintain a programme of organisational and programme risk management, associated Quality Improvement objectives schedules and ensure all activities take place within the required timeframes.
  • To ensure that quality policies, processes and procedures are developed, updated and embedded in line with the requirements of the Services and its funders.
  • To complete and update regular quality reports to be presented to senior managers, governors and external auditors / Inspectors, to include Self-Assessment Report and Quality Improvement Plans.
  • To support quality, compliance, and inspection planning, ensuring that BACFL is prepared for any external audits, ensuring that business employment and integrated health support are maintaining standards and are ready for external audit.
  • To manage and act as single point of contact for all compliance reviews and/or inspections, awarding bodies audits and ensure that all systems employed meet the minimum requirements for all external
    agencies.
  • Lead and facilitate monthly Quality Meetings with Operation teams to feedback on findings and advise future direction and focus for the teams achievement of operational goals
  • Work as part of the Management Team to raise compliance activity and outcomes of activity in order to address reports/recommendations in a timely manner.
  • Act as nominee for all funder inspections/visits to ensure appropriate judgements are made. Be prepared to challenge decisions on behalf of the Service
  • To lead on the completion and the implementation of compliance standards to ensure the Service meets externally recognised measures e.g. Matrix, ISO 9001: 2015 ,EIF,ESFA, and welfare programmes
  • To manage a programme of quality audits based on risk , including files, (paperwork etc.) and observations of staff. Ensure staff action plans are created and implemented to complete the quality cycle
    improving the client/learner experience. To ensure that corrective action is taken and verified in a timely manner.
  • To plan, lead and contribute to the services staff CPD and coaching programmes in partnership with the Service's Management Team. Where appropriate design and deliver staff development activities in
    support of the service quality improvement systems. Ensure all CPD records are kept up to date and available for inspection.
  • To lead the process of internal moderation/verification to ensure that assessments are carried out in



Skills / Qualifications Required:

  • Teaching Qualification e.g. Certificate of Education, DTTLS
  • Level 4 Internal Verifier or Moderator qualification
  • Substantial knowledge of national quality assurance frameworks, drivers, processes and procedures necessary to ensure a high quality experience for clients and all related stakeholders.
  • Substantial knowledge of the Quality assurance associated with Government funded programmes aimed at upskilling and progressing people into work.
  • Substantial knowledge of internal and external quality assurance standards and methodologies and subsequent developments.
  • Substantial knowledge of various Awarding Body quality Assurance processes inc. Internal and External Verification (moderation).
  • Substantial knowledge of the Government's Welfare to Work and Skills agenda and programmes.
  • Substantial understanding of quality improvement activities
  • Considerable knowledge of business support processes and requirements
  • Excellent written and verbal communication skills with accuracy and attention to detail.
  • Proven ability to use a wide range of IT systems, including use of complex data sets.
  • Creatively work with the team to generate and implement ideas.
  • The ability to receive, interpret and convey information and ideas effectively to other members of staff / managers.
  • To be able to define and deliver clear instructions effectively to others in order to achieve joint goals
  • The ability to build beneficial and productive relationships both internal and external to the team
  • The ability to analyse data and synthesise information for monitoring purposes and to inform quality improvement processes and purposes.
  • The ability to lead and inspire, by setting standards of excellence, and being able to articulate and communicate the vision which the Service is aspiring to.
