Job purpose.
* To support in the delivery of Blackpool Housing Company, Housing Levelling Up and regeneration programmes. Key activities will include
o To manage a programme of valuations, acquisitions, disposals, management and development of commercial and domestic properties.
o To lead project management teams delivering the Company's and partner regeneration projects.
o To take the lead on CPOs to support BHC / Blackpool Council and partner projects.
Main duties
* To support the delivery of regeneration programmes involving the acquisition of property (including the use of Compulsory Purchase powers), property management, disposal and development. Where directed, manage teams of consultants engaged in master planning, property evaluation and acquisition.
* To undertake land and property investigations, lead on reviews of property portfolios and investments including option appraisals and feasibility studies.
* To act as a professional expert, providing authoritative property related advice to the Company, Blackpool Council and partners and give certification of valuation on land acquisition and disposals, as required.
* To undertake rental and capital property valuations.
* To undertake project assessments to determine commercial viability.
* To develop, maintain and periodically review schedules in connection with programme / project cost estimates and cash flows.
* To undertake negotiations relating to acquisitions, disposals, leases, licences and other new land and/or property agreements. Preparing legal instructions and monitoring the progress of transactions from the outset through to completion.
* To provide advice on land and property matters, supporting the management of the Company's property portfolio, undertaking and/or advising on rent reviews, leases, licences, acquisitions, disposals, lease renewals, easements and any other general estates management instructions and oversee the work of other team members.
* To undertake rent reviews, lease renewals, assignments, covenant controls, consents for building works, legal transaction sheets, routine committee reports, variations in use or selling lines of properties
Candidate Requirements
* Significant knowledge and understanding of the commercial property market.
* Significant knowledge and understanding of property legislation including Landlord and Tenant Act
* 1954.
* Substantial knowledge and working understanding of current RICS Valuation Global Standards, UK
* National Supplement, Professional Standards and Practice Guidance.
* Substantial knowledge of the preparation and implementation of Compulsory Purchase Orders
* Substantial knowledge and understanding of property management activities including; rent reviews, lease renewals, new lettings, licences, acquisitions and disposals.
Qualifications & Certifications
* Degree or equivalent qualification in a property related discipline
* Membership of Royal Institution of Chartered Surveyors (MRICS)
* Hold Royal Institution of Chartered Surveyors Registered Valuer Status
* Full Driving Licence
Package & benefits
* £49,498-£54,718
o (note this is the 2023 figures, as far as I'm aware the cost of living % increase has not been agreed for 2024/25 - likely to be 3/5%
* Full time, perm - 37 hours
* 25 days plus bank holidays (this rises to 28 days at 5 years service and 31 days at 10 years)
