Description

  • Support and execute procurement plans, which deliver the strategic objectives of the business, undertaking the purchase of appropriate goods/services contracts at the required standard and delivering best value within the scope of the sub-category
  • Work effectively with departmental representatives to understand, interpret and advise on innovative procurement approaches to ensure the effective commissioning, purchase and evaluation of delivered services
  • Support clients in developing their requirements and evaluation models. Formulate appropriate contract terms, taking advice from senior procurement officers where appropriate. Manage significant procurement exercises and support competitive dialogue procurements, doing much of the pre-work before dialogue starts
  • Strategically review the council's commodities expenditure in the allocated categories and support the development and implementation of a strategy and sourcing plan for each sub-category, providing a coherent approach to a range of procurement activity
  • Manage the day-to-day relationship with allocated customers and co-ordinate a cross-functional view of business requirements through working with a broad range of stakeholders and thereby manage demand to maximize procurement outcomes in terms of value for money and sustainability
  • Provide professional advice and guidance to appropriate Chief Officers & service managers on all aspects of purchasing to ensure compliance with contract standing orders, UK procurement legislation
  • Work with the service desk manager to maximize innovation, aggregation, best value and sustainable outcomes, understanding the appropriate category markets and sharing market intelligence strategically to optimize market approaches and engagements
  • Support the implementation of the new category management structure, including the implementation of processes and procedures including supplier and contract management

Profile

  • Practical experience of large-scale competitive dialogue or negotiated procedure
  • Experience of employing innovative procurement approaches
  • Implementation of sourcing plans
  • Ability to identify and engage effectively with appropriate stakeholders, respond to their requirements, manage expectations and deliver effective outcomes
  • Good practical understanding of how to operate effectively within the bounds of the Public Contracts Regulations
