We are seeking a Chief Accountant with extensive experience in financial accounting and reporting within a local government framework to join our client on a 6 month contract, with the possibility of extension. The ideal candidate will have a strong focus on Year-End Closure and Statement of Accounts preparation, along with in-depth knowledge of relevant accounting standards and regulations governing local government finance.

Interim Chief Accountant - About The Role

Key responsibilities:

  • Lead the Year-End Closure process, including coordinating the preparation of financial statements, accruals, prepayments, and adjustments.
  • Ensure compliance with accounting standards such as IFRS, FRS102, and the Code of Practice on Local Authority Accounting in the UK.
  • Manage the external audit process for the Statement of Accounts, including liaising with auditors and providing necessary support.
  • Oversee local authority revenue and expenditure streams, including council tax, business rates, grants, and capital financing.
  • Utilise proficiency in financial software systems commonly used in local government finance (e.g., Capita, Civica, Oracle) to streamline processes and ensure accuracy.
  • Analyse complex financial data to identify discrepancies or irregularities and provide insights for decision-making.
  • Communicate financial concepts effectively to non-financial stakeholders, both verbally and in writing.
  • Collaborate with finance team members, budget holders, and other departments to ensure accurate and timely financial reporting.
  • Uphold internal control procedures and risk management principles to maintain financial integrity and compliance.
  • Prioritise tasks effectively to meet tight deadlines during the Year-End Closure period, demonstrating strong organizational skills.
  • Maintain attention to detail and a commitment to accuracy in financial reporting, including the preparation of disclosure notes and supporting documentation.
  • Adapt to changing legislative requirements or accounting standards affecting local government finance, staying informed and implementing necessary adjustments.
  • Commit to professional development and staying abreast of changes in accounting standards, regulations, and best practices relevant to local authority finance.

The successful Interim Chief Accountant will have:

  • Bachelor's degree in Accounting, Finance, or related field. CPA or equivalent certification preferred.
  • Extensive experience in financial accounting and reporting within a local government setting.
  • Proven track record of managing Year-End Closure processes and overseeing external audits for Statement of Accounts.
  • Strong understanding of local authority revenue and expenditure streams and relevant accounting standards.
  • Proficiency in financial software systems used in local government finance.
  • Excellent analytical, communication, and organisational skills.
