As Head of Procurement for the UK Atomic Energy Authority (UKAEA) you will be wholly responsible for a complete commercial procurement function for UKAEA's expenditure with external suppliers for operational provision. You will oversee all aspects of procurement and commercial strategy for UKAEA within operational areas, supporting growth and development. The value of external spend will eventually reach circa £300M per annum.

You will be responsible for controlling the overall procurement strategy, whilst actively developing and implementing to deliver the key strategies which operate at UKAEA. This involves close liaison and compliance with DSIT Commercial Team and Cabinet Office requirements. This includes owning, leading, maintaining and proactively improving the commercial systems, protocols, templates and procedures within the Procurement team. You will provide commercial advice on all aspects of procurement and commercial contracts, leading on all decision-making whilst informing the Director of Procurement of all key decisions in support of the function.
Main accountabilities include, but are not limited to:

  • Responsible for managing the Procurement Department including setting targets and monitoring performance and for ensuring the organisation has resource capabilities including training, development, succession planning and the wider DSIT stakeholder requirements to support the operational delivery for UKAEA.
  • Responsible for ensuring full legal compliance in accordance with Public Contract Regulations 2015.
  • Engages and monitors procurement outputs to ensure the full compliance with legal and other regulations, both external and internal, keeping up to date with external changes.
  • Communicates with impact and creates an environment within the team where individuals can integrate effectively, working to build team commitment, strong morale and strong working relationships.
  • Identify trends and new legislation and design initiatives to address and manage continuous improvement in conjunction with DSIT Commercial, Cabinet Office and other ALBs

You will have/be:

  • CIPS (Chartered Institute of Purchasing and Supply) MCIPS qualified.
  • Extensive experience of managing a team in Public Sector Procurement.
  • Adaptable to change in line with new business drivers and government requirements.
  • Extensive procurement experience in the Public Sector at a Senior Level.
  • Dynamic and inspirational leader.
  • Excellent communications skills, skilled and capable at preparing and delivering presentations to large groups of senior staff and executives.

This is a full-time and permanent role, paying up to £80k for fully qualified CIPS practitioners. Knowledge of Public Sector regulations is essential, as is proven experience of leading and inspiring commercial teams. Flexible working practices are in place with three days a week on site in Culham near Abingdon. There is an extensive suite of benefits on offer, including a generous pension and annual leave.
