Head of Commissioning (Inside IR35)

MAIN PURPOSE:

  • To lead and manage the commissioning function (strategy, service design, procurement and contract management) for aspects of education, adult and children social care, public health, housing and health services within the People’s Department
  • To lead and manage a team of officers responsible for commissioning/market management and health and social care transformation programmes
  • To develop and implement commissioning strategies in order to improve outcomes for children and adults and their families and carers in line with best value principles
  • To consult, inform and communicate with all key stakeholders on all aspects of the delivery of commissioning activity
  • To ensure compliance with national and local regulations, processes and procedures, and ensuring consistency between strategic service delivery plans and commissioning strategies.

This is one of two current posts at Head of Service level managing aspects of the education, social care, housing and health service markets.

The post-holder will be have a specific lead for learning disability and ASD services for adults

SUMMARY OF RESPONSIBILITIES AND DUTIES:

  • 1. Manage a team of commissioning staff and associated commissioning budgets
  • 2. Design, develop and implement commissioning strategies, market position statements and transformation plans across the ECHS Department for education, adult social care, children’s social care, public health and housing and integrated children’s community services
  • 3. Provide strong and effective leadership to transformation programmes to ensure the implementation of commissioning visions and delivery plans
  • 4. Work with SELICB and other local organisations and providers as well as with schools, colleges, and housing providers to develop integrated services.
  • 5. Ensure compliance with all statutory requirements in respect of services in relation to commissioning
  • 6. Develop and implement contracting mechanisms which deliver quality services and measurable outcomes as well as Best Value
  • 7. Develop and implement contract management procedures and frameworks

Job Description & Person Specification

  • Set up and manage consistent processes for provider engagement and management
  • Co-ordinate commissioning and contract management arrangements with CCG partners where relevant
  • Work closely with corporate commissioning leads to ensure effective and sufficient resource on procurement and contract monitoring
  • Deliver the service within budget and in accordance with the organisation and department efficiency targets.
  • Deputise for the Joint Director of Integrated Commissioning and other Heads of Service within the Programme Division as required

SKILLS & ABILITIES

  • Proven ability to operate at a senior level in the organisation and when liaising with partners
  • Proven ability to manage and lead on complex projects under pressure
  • Excellent communication skills both oral and written to effectively disseminate information at all levels within the organisation.
  • Proven ability to work on own initiative, managing and prioritising workload and making decisions after exploring the options and considering the implications
  • Proven project management skills to ensure the successful delivery of projects.
  • Ability to assess and evaluate risk
  • Ability to build effective working relationships at all levels within the organisation and with the Client's service providers.
  • • Confidence to manage internal and external project participants ensuring projects are delivered to timescale and budget.
  • • Proven ability to mentor and guide staff in the responsibilities of project roles, motivating others to maximise their performance
  • • Ability to add value through project management
  • • Proven ability to produce and analyse financial data
  • • Understanding of financial systems used in Bromley

KNOWLEDGE

  • Strong understanding of commissioning and procurement
  • Knowledge of the range of issues pertaining to commissioning education, housing, care and health services
  • Understanding of the key issues facing local government
  • Understanding of the wider integration agenda with Health and other partners
  • Knowledge of the commissioning cycle and best practice in commissioning

PAYE: £437

Umbrella: £550
