FINANCIAL ACCOUNTANT - 12 MONTH CONTRACT - INSIDE IR35

Loriens leading Public Sector client is looking to hire a highly experienced and Qualified Finance Accountant on an initial 12 month contract.

Key responsibilities:

* Prepare and deliver the Annual Report and Accounts, and co-ordinate external audit activities. Ensure compliance with relevant accounting and financial regulations, including the Scottish Public Finance Manual (SPFM), specific regulations and accounting standards.

* Provide accounting and financial management advice to stakeholders through delivery of financial reporting and analysis and supply high quality regular financial updates to key stakeholders. Use knowledge and expertise of local business and policy issues to challenge business returns and provide expert advice to resolve the root cause of issues.

* Maintain strong working relationships with all stakeholders, both internal and external, whilst managing the timing and quality of information. Work with finance colleagues across the business to ensure processes, systems and information provided meet the needs of all key stakeholders to deliver on corporate financial exercises.

* Identify potential improvements to finance processes with a particular focus on using core financial and reporting systems to improve the effectiveness and efficiency of the Annual Accounts and audit processes. Contribute to the continuous improvement approach across the range of finance processes and capabilities.

* Act as finance representation for system development and continuous process improvement including input to future system requirements, user testing and financial control improvements.

Essential Skills:

CCAB or equivalent Qualified Accountant with good technical skills, experience of operating at a senior level and of systems development and implementation, preferably with experience and understanding of principles of pensions accounting under government's Financial Reporting Manual, International Financial Reporting Standards, HMRC legislation and guidance, Scottish Government's Public Finance Manual, Companies Act 2006, Public Finance and Accountability (Scotland) Act 2000, The UK Pension Regulator and other relevant rules, codes, regulations and guidance.

1. Strong financial management experience with the ability to generate, identify and interrogate financial data to support decision making and ensure appropriate accountability and use of public funds.
2. Excellent communication skills, both written and verbal, with a proven ability to explain financial information clearly and concisely, influencing key stakeholders and maintaining strong working relationships.
3. Demonstrate enhanced analytical skills using a variety of tools to develop informed options, make evidenced based recommendations and support informed decisions
