Reed Talent Solutions are currently working with a London based NHS Trust to recruit a Finance and Contracting Business Partner on a permanent basis. The post-holder will be responsible for supporting the contracting and commission function within the Trust working closely with the Contracts Manager, Deputy Director of Business and Strategy; Commissioning and Contracting Lead and Head of Finance & Contracts.

Key Responsibilities

  • The role will be an integral part of the PC, Finance & Contracts team providing reliable and responsive service to ensure high quality financial advice and information to a variety of stakeholders within and outside the Trust at different levels.
  • Provide advice in relation to overseas visitor legislation and related Department of Health and other guidance. The post holder will liaise with internal colleagues and external agencies and identify, interview, assess and investigate to establish whether patients are entitled to free NHS healthcare or whether they are chargeable, doing so in a fair and consistent manner.
  • Ensure that there is maximum recovery of Trust income associated with overseas patients.
  • Liaise with internal colleagues and external agencies and request payment in advance for all chargeable treatment and raise invoices with the relevant backing.
  • Support the Clinical divisions in delivering the Trust’s annual CQUIN programme in conjunction with relevant clinical teams in order for the Trust to attain contracted income.
  • Co-ordinate the data collection and reporting of the CQUIN.
  • Provide a professional lead for contracting to the organisation. The post holder is therefore expected to lead on the elements of this job description that relate to contracting and provide cross cover and support for the elements relating to performance.
  • Responsible for supporting the Head of Finance & Contracts in delivering comprehensive financial management support for the new PC
  • Assist in day to day contract management of the new, Provider Collaborative contract. To include provision of advice on the possible contractual approaches that may be taken by our commissioners or by us as commissioners e.g. - terms, levers, incentives and penalties are utilised effectively.
  • Support the service in their delivery against performance standards and contracts by, reviewing and updating documentation as necessary, in particular that service specifications contained within contracts are clear, deliverable, reflect capacity and demand within services and up to date.
  • Where the Trust is commissioning services from elsewhere, to lead on drafting, agreeing and implementing sub-contracts with providers to ensure contractual robustness and subsequently monitor the provider’s compliance with the terms of the contract.
  • Manage ongoing communication with designated commissioners and external agencies including; acting as a key point of contact and liaison for commissioners, representing the Trust at regular meetings, and to ensure Trust responses are sent in a timely way.

Essential Criteria

  • Studying towards CCAB (Professional Accountancy Qualification) or equivalent experience
  • Experience of using a finance general ledger system and complex report design
  • Working in the Finance team in a demanding and complex organisation
  • Experience in Contract monitoring, evaluation and performance reporting
  • Experience of leading complex change management processes
  • Complex administrative experience
  • Prioritising, planning and organising own and others tasks
  • Experience of dealing with difficult situations and confrontations
  • Advanced IT software analysis skills using Excel & databases. To include ability to quickly analyse data using pivot tables
