We are recruiting for a Deputy Senior HR Manager to support the HR function within a public sector organisation located in the Fareham area of Hampshire.

Job Purpose

To manage the HR office operationally on a day-to-day basis and provide delivery and support of high quality, comprehensive HR advisory services to the organisation and the other national units within a framework of best practice, force policy and employment law. To also deputise for the Senior Manager HR and ensure the HR Advisory staff have the appropriate skill and knowledge to provide appropriate support to managers and staff and translate strategy into action.

Key Responsibilities include (not exhaustive):

  • Provide clear, effective and visible leadership for own business area and support the organisation’s Senior Manager (HR) to deliver against strategic objectives.
  • Provide a highly effective HR casework service that delivers consistent and excellent good people management interventions to support managers ensuring employment legislation and terms and conditions are met effectively.
  • Promote learning from people management matters and casework, ensuring this is implemented in the most effective way organisation wide.HR system details are accurate and up to date.
  • To be the HR representative at meetings within organisation when needed and formal meetings where there is a procedural requirement.
  • Allocate, monitor inflow/outflow and quality of HR casework of the HR Advisory staff, ensuring appropriate skill and knowledge and escalation of cases to next stages of procedures.
  • Undertake complex HR casework when required.
  • Maintain effective working relationships with key stakeholders, managers, staff, HR colleagues (both internally and externally) and staff association representatives.
  • Support workplace inclusion, fairness and equality and wellbeing of workers.
  • Supervise, develop and coach HR Advisors and Senior HR Advisors.

Education/Qualification

Essential:

  • Educated to Educated to QCF Level 6 in CIPD or Advanced Certificate in Human Resources OR work experience deemed to have brought the postholder to a comparable level..

Desirable:

  • Chartered Member of CIPD.
  • Evidence of Continuous Professional Development.

Experience and Skills

Essential:

  • 1-2 years’ senior HR advisory level experience, including undertaking complex casework services and providing advice to senior managers on managing conduct, performance and attendance and resolving workplace conflict.
  • A good understanding and ability to apply employment law and legislative guidance in HR solutions with knowledge of up to date case law developments.

Desirable:

  • Experience of managing HR teams and empowering and developing others.
  • Public service experience.

This is a full-time, temporary role for 6-9 months, paying between £21.23 - £23.01 per hour PAYE (equivalent to a £40,950.00 - £44,394 salary per annum, full time, 37 hours per week).

Hybrid working arrangements are in place for this role.

*This role will require police vetting as part of the recruitment process.
