Summary

The Capital Projects Manager is a key role for the Trust, supporting the Associate Director of Capital Development in the provision of a professional Estates design, technical advice and engineering/construction management service to the Trust.

The post holder will directly manage the provision of Building Improvement schemes through construction and engineering contractors and external specialist consultants and surveyors, to meet the requirements of the Trust Estates and Service strategies and the associated Capital and major revenue projects.

Responsibility for the design, detailed specification, procurement, planning, implementation and project management, and contract administration of all Capital and major revenue projects, in addition to any compliance and associated remedial works arising from in house and specialist audits.

Duties

  • Be the principal point of contact for administering the Capital programme; utilising a risk-based methodology utilising information such as backlog maintenance, wayfinding, Asbestos surveys and 6 facet survey information.
  • Assist in the delivery of the Trusts annual Capital program, and in prioritising available Capital funds.
  • Manages External Design Consultants, Contractors and Suppliers alike on complex project programmes in order to maximise cost effectiveness, coordinate and deliver good quality schemes that meet the needs of staff, service users and the general public and provides the Trust with buildings that meet the needs of the services now and in the future.
  • Manages budgets and accounts associated with specific projects in order to maximise cost effectiveness whilst remaining within agreed budget limits and complying with Trust Standing Financial Instructions and Procurement Policies.
  • Reports to Associate Director of Capital Development and advises on Estates related issues specific to Capital and revenue funded minor/major works projects with respect to Building, Engineering, contractual information and statutory regulations.
  • Coordinates all building and engineering related schemes with Estates colleagues to ensure that backlog maintenance issues are included in all projects wherever possible. To be able to summarise and provide detail on all backlog maintenance items included in minor/ major works schemes and remedial works..
  • Communicating and dealing with clients when carrying out building/engineering work and surveys in occupied service areas, incidental contact with patients whilst surveying buildings.
  • Interprets a range of Local and National NHS Policy and guidance, Statutory Regulations and British Standards and researches best practice procedures for the built environment.
  • Develop client briefs within the Trust, challenge and adapt to meet tender specifications.

Experience

  • Educated to Degree level or equivalent level of experience of working at a senior level in building construction of Engineering services.
  • Significant Experience and knowledge of project management in building construction.
  • In depth experience in design, specification and negotiation of construction projects, Capital project management and administration of construction contract matters.
  • In depth knowledge of NHS project management including procurement routes, and business case development.
  • Experience in facilitating formal tendering processes.
  • Local authority, planning and building control guidelines - in order to process accurate and timely planning applications and building control approval applications in support of relevant Capital schemes.
  • Health service Capital investment and procurement procedures.
  • Contracts for Building construction and Engineering schemes- in order to ensure that all Capital and revenue schemes are carried out in accordance with industry and NHS requirements for robust contract control.
  • A thorough understanding of fire prevention, building construction and services, fire safety legislation, Codes of Practice and Building Regulations.
  • Sound knowledge of building legislation.
  • A thorough understanding of the risk management process.
  • Sound knowledge of HTM and HBN’s
  • Knowledge of health and safety.
  • Knowledge of safe systems of work.

  • Able to produce concise reports both financial and information based.
  • Highly developed problem-solving skills and ability to respond to sudden unexpected demands
  • Ability to interpret national and local guidelines. Able to interpret and act upon new guidance from NHS or Professional bodies

  • Able to manage conflicting demands of departmental and corporate priorities
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
  • Able to develop business plans and contribute to Trust-wide strategy and policy formulation
  • Able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues including performance and change
  • Ability to present complex and sensitive information to large groups of staff at all levels (board level to junior staff) both internally and externally and through a variety of media
  • Extensive knowledge of CAD drawing techniques
