We are seeking a Learning Manager for the Health Directorate, who will be accountable for the operational management of the organisation’s learning and leadership development. This role is pivotal in delivering all learning and development, including statutory and mandatory training, apprenticeships, and leadership development. The ideal candidate will provide expert advice and guidance to senior leaders and teams, ensuring a fit-for-practice workforce that delivers the highest quality services.

Day-to-day of the role:

  • Manage the operational aspects of learning and leadership development within the Health Directorate.
  • Deliver comprehensive learning and development programs, including statutory and mandatory training.
  • Provide expert advice and guidance on learning and development matters to senior leaders and teams.
  • Lead the development and implementation of learning strategies and programs.
  • Maintain positive links with Collaborative and ICB partners, influencing learning and development offers across the system.
  • Manage contractual arrangements and develop Service Level Agreements with local providers.
  • Support the development of the safety agenda and provide timely updates to the Director, Talent and Learning.
  • Lead and enable managers to develop their skills in leadership and operational management.
  • Collaborate with the Director, Talent and Learning on the strategic integration of learning and development offerings.

Required Skills & Qualifications:

  • Degree Level Education, or equivalent level of experience.
  • Current relevant professional qualification (CIPD L5, ILM L5).
  • Coaching and/or mentoring qualification.
  • Considerable experience in an education, learning and development role at a system level.
  • Demonstrable track record of successful leadership in complex organisations.
  • Experience in people management, development, and leading change.
  • Financial planning skills and the ability to manage large budgets effectively.
  • Proven track record in program design and project management of workforce development.
  • Knowledge of Health and Wellbeing, Equality and Diversity, and Freedom to Speak Up.
