ACS Staffing Solutions are recruiting a Senior Finance Business Partner on a contract basis - initially 3 months. This post is in the Professional Accountancy Team which are responsible for:
- Closure of Accounts and the Production of the Statement of Accounts
- Treasury Management
- Capital Programme
- Collection Fund
- Strategic financial management
- Operational accountancy requirements
- Advice and support to budget managers
- Performance Management
- Driving of the efficiency agenda
Key Responsibilities:
- Support the Strategic Finance Business Partner in the closure of the Council’s accounts and production of the Statement of Accounts.
- Provide technical support for reporting and monitoring the capital programme and funding activities.
- Manage and provide financial support to Executive Directors, Assistant Directors, and Service Managers.
- Ensure effective financial controls and governance across the organisation, particularly focusing on the Collection Fund.
- Lead and develop a team of Finance Business Partners and Accountants to deliver high-quality financial services.
- Contribute to the strategic and operational management of the Finance Division.
- Offer high-level advice on accounting, budgeting, and financial management to stakeholders.
- Develop relationships with national bodies and other local authorities to enhance the quality of financial services.
- Contribute to the strategic and operational management of Financial Services.
- Manage, motivate, and develop staff within the team.
- Ensure compliance with the Council’s financial procedures and regulations.
- Provide financial support on obtaining and securing financial resources.
- Deliver bespoke financial training packages to Officers.
- Support the closedown of the accounts schedule.
- Manage finance projects assigned by the Strategic Finance Business Partner.
- Support the provision of financial direction and analysis to all Directorates.
- Deputise for the Strategic Finance Business Partner when necessary.
- Ensure effective financial controls and reporting.
Education, Qualifications, and Training:
- CCAB Qualified or equivalent.
- Commitment to ongoing professional development.
- Management qualification (desirable).
- Experience in preparing annual accounts and closure processes.
- Staff leadership and management experience.
- Knowledge of financial planning, control, and reporting.
- Experience in developing financial processes.
- Ability to communicate effectively with finance and operational staff.
- Have up to date knowledge of accounting policy such as IFRS, CIPFA codes of practice and Taxation
- Leadership and motivational skills.
- Analytical and problem-solving abilities.
- Corporate and collegiate working approach.
- Excellent communication skills.
- Proficient IT skills.
- Strong technical finance accounting skills.
