Day Rate £700 - £750 Umbrella

In short, I am looking for an IT sourcing manager with expertise in leading/executing strategic IT projects you are expected to manage transition of 5-7 complex sourcing projects Prior experience of transition and public procurement would be highly desirable. Looking for hands-on sourcing experience and ability to deal with stakeholders at all levels and navigating governance + milestones.

Reporting to the Head of Procurement and Property, the Procurement Manager DD&T provides leadership and oversight for end-to-end procurement from strategy design to execution. An excellent opportunity for an experienced Technology/IT Procurement Category Manager to manage knowledge transfer and transition of in-flight IT projects from to National Energy System Operator (NESO) client, prior to a legal separation in summer 2024. Prior experience in public sector procurement is essential to be considered for this role.

  1. Responsible for ensuring all sourcing are fully compliant with the compliance/governance frameworks. Accountable for effective controls, risk management and mitigation within the defined framework. Safeguarding alignment to legal requirements and security standards.
  2. Leverage IT spend and manage the end-to-end sourcing and contracting of goods and services across Cloud, Software, Licensing, Telecoms, and other IT categories. Leading projects from requirements gathering to contract award.
  3. Collaborate with the third-party suppliers on sourcing execution and manage the governance framework.
  4. Build, maintain, and influence stakeholder relationships to ensure clear alignment between procurement and wider business planning.
  5. Building and releasing RFPs where required. Negotiating with new and existing suppliers. Supplier management during the selection process.
  6. To manage the full tender process and present sourcing recommendations for approval at an Executive level by demonstrating expertise on the procurement process followed and by providing clear rationale to support decisions.
  • Seeking out and engaging appropriate internal and external stakeholders at or up to Board level to provide the information and insight to support the recommendation.
  • Drive effective sourcing and category management, support standardised and centralised tracking, manage status, track value delivery, and support relevant category initiatives.
  • Relationship Management: Takes a collaborative approach to enhancing critical relationships with internal stakeholders, generating mutual value for procurement and the organisation. Acting as the interface between internal stakeholders, procurement team and suppliers.
  • Strategy Development: Deep expertise across IT/Technology sourcing is essential.
  • Strategy Execution: Alignment with business strategy and partnership with the DD&T team to achieve business objectives.
  • People Leadership: Track record of strategic leadership, and working with cross-functional teams.
  • Experienced Negotiator who is skilled in using a range of negotiating tactics to achieve commercial and non-commercial outcomes. This role requires excellent stakeholder management and strong communication skills at all levels.
  • An in-depth understanding of the supply market within Digital, Data and Technology, and the ability to determine opportunities for cost reduction and supplier performance enhancement.

Strong commercial acumen and an ability to think strategically about future requirements.
