Interim HR Director Central Government Department

Location: London, Canary Wharf

Hybrid: 2 days in office is essential to ensure stakeholder engagement and attendance at senior meetings in London

Contract Length: 6 months (with potential for extension)

Day rate: £700-£725 Inside of IR35

Qualification Requirement: CIPD qualified

Reports to: Executive Director of Corporate Services

Reporting relationships: The role holder will be responsible for the HR Team. They will have direct line management responsibility for 3 staff (HR Manager; Recruitment, Talent and Onboarding Manager; and Pay and Reward Specialist) and overall responsibility for a team of up to 15 staff.

Budgetary responsibility: The HR team has an annual budget of circa £2m and several associated gold contracts with external suppliers for IT systems and services.

RESPONSIBILITIES

  • Role will involve; recruitment, HR Operations, IT systems, and in-house leadership development.
  • Lead and inspire an inclusive, high performing, and professional HR team, providing them with a clear sense of direction and purpose.
  • Lead on the handling of significant/high-risk people matters as professional adviser to the CEO and Executive Director of Corporate Services.
  • Motivating others through your decisions to ensure the people strategy is delivered successfully and supported by the workforce.
  • To work with senior leaders to further develop HR services in line with customer requirements, creating a futureproof model that is value for money and meets the government functional standard for HR.
  • Translate the organisational plan into an updated people strategy and new strategic workforce plan, identifying and addressing key workforce risks that could hamper delivery of business outcomes and recommending approaches to address these.
  • Act as the senior change agent for HR related projects and priorities.
  • Guide cultural transition and support effective employee engagement on strategic issues.
  • Robust analysis and deliverable HR advice to board, People Committee, and the Executive Team, informed by evidence and a strong, broad knowledge of HR, drawing on the expertise of others internally and externally as required.

SKILLS

Essential

  • Breadth of HR knowledge and understanding, with senior experience from significant practical application in at least one and ideally several of the following areas of specialism: HR Operations/Casework/Employee Relations; Strategic Workforce Planning; Recruitment and Retention; Organisational Design and Development.
  • Resilient and able to work in a high-pressurised leadership role.
  • Track record of delivering transformation and improving performance of a people function where rapid but effective enhancement in the maturity of services was required.
  • Able to build strong and trusting relationships with stakeholders and staff.
  • Experience in coaching and challenging leaders in an organisation to achieve desirable change. Able to understand and successfully navigate multiple perspectives as a senior HR leader to develop strategy and policy that works for the organisation.
  • Proactive approach to promotion of equality, diversity and inclusion.

Desirable

  1. CIPD Qualification to Chartered Fellow level or equivalent professional experience
  2. Experience of employee relations and engagement with Trade Union bodies and/or staff associations
  3. Knowledge and understanding from practical application of the Government Functional Standard for HR in the Civil Service
