Salary Range: £45,441 p/a + £3,033 market enhancement, with the opportunity to progress to £50,512 p/a + £1,804 market enhancement
Hours: 37 per week
Contract: Permanent

Job Purpose:

As a Highways Strategy & Programme Manager, you will work with key internal and external stakeholders including elected members to drive forward the delivery of the BSIP and other schemes by leading programme management and sponsoring project delivery to improve sustainable transport, improve air quality, support economic growth and work towards net zero.

You will be:

  • Working collaboratively with our consultant and delivery partners to ensure effective and on time development and delivery of programmes of work
  • Part of a wider team ensuring that transport needs are met for existing and future communities
  • Working with our District and Borough council colleagues at a strategic and more focused scheme level
  • Managing programme and scheme budgets
  • Travelling around and working across the County to visit ongoing sponsorship schemes to support project delivery
  • Liaising with funding partners to bring in additional resource into the service
  • Leading engagements and consultations and working with stakeholders
  • Presenting reports and representing the Highways service at meetings and panels

Challenges & Opportunities:

You will be working collaboratively as part of a wider team and with key stakeholders such as district councils, 3rd party contractors and key transport and local organisations.

With complex schemes and projects already identified you will have the opportunity to work on a number of initiatives across Hertfordshire and interact with individuals in a political landscape across 7 Districts.

About you:

You will be a professional with project implementation/delivery experience in the transport and/or highways sector who can collaborate with stakeholders to champion the implementation of scheme programmes on the ground, delivering a sustainable response to transport challenges.

With the majority of the discovery/scoping and bid stages already completed you will be adept at driving transport projects through to delivery, on time and on budget.

Technical, Skills & Qualifications needed for the role:

Essential

  • A recognised degree-level qualification in transport or engineering or related field or similar
  • Experience in the highways and/or transport sector and transport scheme development
  • Knowledge of industry standards and DfT appraisal methodology
  • Ability to drive best practice to enable effective implementation of projects, through others, dealing constructively with setbacks
  • Clear, decisive, and persuasive communication skills and the ability to influence the work of others .
  • Experience of partnership working, ideally with consultants, 3rd parties and senior individuals within a political landscape.
  • Strong Project management skills, gained in a similar or comparable environment, and the ability to simultaneously work on several different projects working to agreed timescales, outcomes and budgets
  • Successfully delegating and managing the work of others
  • Evidence of successful engagement with internal and external clients and stakeholders, and development of collaborative relationships with delivery partners
  • Team management and leadership
  • Numeracy and ability to monitor and manage scheme budgets and bidding processes

Desirable

  • Previous experience working with or for a public authority would be advantageous
