My client is seeking an experienced Head of Property that can play a key leadership role in developing and delivering the organisations approach to Social Investment ensuring every activity we undertake has a positive impact on our communities engaging with key internal and external stakeholders and driving connections within the organisation.

Duties Includes:

  • To lead the team and develop and implement the Council's Asset Management Plan and Strategy ensuring the delivery of the wider property vision managing effective stakeholder engagement and ensuring day to day operations align with the Council's Corporate Priorities.
  • Develop and lead the Council's Social Investment approach ensuring connectivity across all departments in the Council driving wider service engagement and leading on the programme management approach to report on progress and deliverables.
  • To support Housing Revenue Account associated work (not Housing Management) with regards to Right to Buys, Leasehold Enfranchisement, Leasehold Extensions, along with general property support and advice.
  • Deliver excellent property performance management information including compliance; income, expenditure and valuations support the Asset Management Plan and lead on effective investment management including bidding for capital funding for major projects.
  • Manage the Facilities Management function ensuring all works to the Council's Operational Portfolio is delivered on time, and to budget and the investment programme is developed and delivered effectively and efficiently.
  • Manage the repairs service delivery to the Council's Operational Buildings ensuring the delivery of an efficient and cost-effective service and keeping the Operational Portfolio running effectively.
  • Deliver excellent financial management and budget performance providing regular outturn reports along with short-, medium- and long-term forecasts and ensuring all expenditure commitments, (orders, contracts, budgets etc) and all valuations, certificates and payments are promptly and properly authorised, controlled, and monitored.
