Sellick Partnership are excited to be working with a Lincolnshire based organisation for the recruitment of an experienced Head of Finance to take full responsibility for their client services arm.

The Head of Finance (Client) is the lead officer responsible for the planning, delivery, and support of effective end to end financial management and statutory accounts on behalf of all client authorities, enhancing the quality of both client and company decision making through the efficient operation of finance practices.

The Head of Finance (Client) will also be the main point of contact between Financial Services and the senior management teams, working collaboratively to ensure the delivery of financial services which ensure the robust and effective management of finances across all departmental services.

The Head of Finance (Client) will also provide strategic and innovative leadership with accountability, while developing and supporting the organisations' visions and values.

Duties include:

  • Coordinating, planning, and delivering effective, timely and accurate budget monitoring (revenue and capital), including maintaining accuracy of ledger; maintaining schedule of reserves; production of monthly financial reports for managers, directors, S151 officer and member portfolio holders.
  • Coordinating, planning, and delivering regular advice, financial modelling and challenging budget managers including: -
    • Production of monthly and quarterly finance performance reports
    • Production of year end outturn reports and associated input into the Financial Statements
    • Presenting financial information to Senior Managers and elected Members
  • Ensuring sound financial controls and procedures are in place to produce the client council annual statement of accounts and accurate financial reports
  • Coordinating the provision of accurate and timely financial information throughout the year in support of decision making and reporting including:
    • Preparation and presentation of financial reports
    • Financial implications for all reports to members and management team
    • Freedom of Information requests - financial elements
    • Internal Audit reports
    • Press releases
    • Government Finance consultations
    • Input into government returns as required
  • Delivery of the annual budget and medium-term financial planning process, including the capital programme. Completion of reports to officers and members and to Council for the budget and council tax approval process
  • Leading the development and maintenance of a robust financial control framework including financial systems to support both client and company activities
  • Proactive development of reporting needs to reflect the changing nature of organisations and requirements of service managers
  • Demonstrating people management skills, promoting a positive culture, motivating teams and employees, and effectively translating best practice HR initiatives within the overall context of Company employment policies and procedures
  • Leading in the development, implementation and monitoring of the Financial Services Team service delivery and operational plans
  • Deputising for the Chief Finance Officer as and when required
