In order for Global Technology Services (GTS) to manage and oversee its multiple commitments to improving the Delivery and Change environment, supporting the business across key strategic initiatives and ensuring successful delivery of the technology projects supporting revenue growth, the role of GTS CIO Transformation, Governance & Control and International has been created. The role will be a direct report of, and accountable to, Brian Franz, Global CIO.

The role is also accountable for the Technology Control Owner Enablement team, managing on behalf of all the first line of defense control owners adherence to standards and policies. Driving a risk excellence culture with our control owners is an essential part of our governance ensuring overall compliance/conformance to constantly evolving standards. The role will be responsible for execution of all regulatory, and audit related issues and projects.

This role will be responsible for:
  • Executing, managing and delivering the key strategic technology programs, supporting key business initiatives and executing on our regulatory agendas across multiple legal entities (US, UK, Ireland, Europe, APAC)
  • Defining and leading on a control enhancement program of work, to review, enhance and remediate the control effectiveness and associate assurance testing across technology
  • Develop, implement and execute a program execution framework, outlining technology program management to ensure effective execution of the technology strategy
  • Embed Effective Governance, Risk and Internal Control, supporting the implementation and maintenance of robust internal control environment across the technology function
  • Collaborate with the second and third line to develop, manage and report on processes for active audit findings and MRA/MRIA management
  • Responsible for integrating and reporting on all "Issues", including Audit and regulatory to ensure deadlines are met through robust planning and execution.
  • Liaise and align with regulatory relations team and regulatory engagement activities lead on regulatory engagement for Technology
  • Drive continuous evaluation of effectiveness (and efficiency) of management governance processes/programs

Additionally the role owns the delivery of all technology services to the regional business across International, including APAC, UK, and Ireland. It will act as an 'air traffic control', executing, monitoring and prioritizing across many initiatives, projects and processes that make up a comprehensive transformation agenda. Combined with a focus on measurable progress, ensuring that all tech-enabled transformation progresses at pace, supporting the organization to adapt and adopt new technologies at pace to achieve ambitious performance goals.

The role will have accountability for establishing a full technology enterprise governance model for critical programs, facilitating consistent change/agile management delivery across these key initiatives, including defining and implementing consistent reporting, management information including setting key objectives and key results (OKRs) for every program. With core technology expertise the role will be accountable for coordinating and managing the performance of cross-functional efforts between the business and technology.

The role will act as a key execution partner across all technology functions, managing technology modernization, cloud migrations, data centre strategy, application modernization, The role will be key business partner in the execution of change for our business partners across product and our global delivery functions, managing a multi-million budget investment to simplify, optimize and deliver strategic product capability across Payments, Cash and Custody supporting the business to win revenue. An important aspect of the role will be to ensure we meet our global regulatory agenda through the execution of strategic and remediation programs of work.

Key to the role will be the development of clear plans, defined ownership and accountability of actions and deliverables, managed to aggressive and immovable timelines. Critical interfaces (typically at senior executive (EVP) level and will be with clients, product, sales and GD and State Street FLOD/SLOD and Compliance. This will require thorough MI, pertinent analysis, precise status reporting, and frequent, comprehensive Senior Executive briefing presentations covering the full portfolio of change.

Being the CIO for our International business, plays a critical role in ensuring that we can deliver all technology services to our regional businesses. This role will be the main technology interface from our global delivery teams into our regional businesses. Supporting their business strategies with technology led solutions, ensuring that our business as usual services are provided in a stable and consistent manner to support the business in achieving their business goals.
