Job Title: General Manager for the Facilities Directorate

Starting: ASAP
Duration: 3 months with potential for extension
Hours: Monday to Friday, 9 - 5.30
Location: Croydon, South London
Band: 8A
Pay:
£25.50-£28.50 per hour paye

£28.50-£32.00 per hour paye inclusive of holiday pay

£32.50-£36.50 per hour umbrella

Job Summary:

The post holder will be professionally accountable for the Trust’s Support Services (listed below) and will lead the operational direction of Facility Services. This post will involve ad hoc working at weekends on a rota basis if required and on call. The role will be responsible for the following: A budget of approximately £10m per annum. Contractual management of outsourced services: Domestic Services Grounds & Gardens Laundry & Linen Portering Services Postal Services Uniforms Waste Management Managing in house services Monitoring officer(s) Post room.

Duties:

  • Lead a programme of Patient Environment inspections and take appropriate actions to ensure maximum scores are attained in the National Patient Safety Agency, Patient Lead Assessment of the Care Environment (PLACE) process and National Standards of Cleanliness.
  • To manage the key performance targets within own area, and demonstrate continuous improvement. These includes the management of Estates Return Information Collection (ERIC) and Premises Assurance Model (PAM) for the services managed.
  • To be the subject matter expert for Waste Management
  • To act as the lead officer on aspects of the NHS Plan related to the Patient Environment and ensure compliance with all current and updated requirements from NHS England and other governing bodies.
  • Lead in the implementation of service improvement as appropriate and general development of services, will liaise with internal & external stakeholders and partners, providing advice and guidance in areas of expertise.
  • Identify and where possible exceed local and national priorities to ensure the highest quality of patient experience from the Estates and Facilities team. This will be achieved through robust mechanisms of auditing, learning from complaints and positive and negative feedback
  • Create, develop, distribute and present monthly detailed reports on their service provision.
  • Responsible for the management of pest control, post, laundry and linen, waste management, grounds and gardens and be the relief manager for covering travel

transport when the manager is on leave.

  • Ensure robust linen provision and adequate stock levels of linen to support high quality patient care.

Responsible for managing and complying with all statutory instruments and NHS guidance ensuring best practice relating to waste management.

  • Provide expert specialist and professional waste expertise and advice to senior management of the Trust and other occupiers of the site.
  • Develop and be responsible for the provision and content of waste management training and awareness sessions
  • Audit and inspection of operational waste measures
  • Liaise with the Environment Agency, Councils and other statutory authorities for waste management issues.
  • Ensure suitable and sufficient record management systems are in place to be audited by external agencies if required.
  • Effectively manage delegated budgets, meeting financial targets and ensure full compliance with Standing Financial Instructions.
  • Provide information to support annual and monthly budget setting.
  • Liaison with the risk & safety department to ensure priority issues are effectively managed.
  • Pro-actively identify ways in which services can be improved and participate at the appropriate level in the facilities management teams.

Essential Experience:

  • NHS Experience
  • Management qualification or specialist knowledge acquired
  • Extensive experience in managing Facilities Management services.
  • Experience of mobilising large facilities contracts
  • Proven experience of line management of staff
  • Management and/or monitoring of contracted services
  • Experience of the management of Healthcare Waste
  • Experience of drafting papers and report writing at senior level.

Desirable Experience:

  • Waste Management Qualifications
  • Knowledge of strategic and service planning and an understanding of its relevance/impact on the services provided by the Facilities Directorate.
  • The ability to present sensitive contentious information to large groups, both internally and
  • externally.
  • The ability to ensure continuous service improvement and development.
  • An understanding of the national guidance on NHS Estates & Facilities Management processes
