Job Title: Finance Manager - Housing

Location: Islington, London

Type: Permanent, Hybrid (1 day a week in the office)

Salary: £62,000 - £70,400 per annum

Role Overview: As the Finance Manager for Housing, you will play a crucial role in shaping the financial future of housing services. You will be responsible for informing and implementing a strategic vision that ensures the sustainability and effectiveness of financial operations. Working closely with stakeholders, you will provide strategic financial advice, identify opportunities for improvement, and mitigate financial risks. Additionally, you will oversee budgetary control, promote a culture of value for money, and support the delivery of key objectives within the housing sector.

Key Responsibilities:

  • Develop and implement a strategic vision for the financial development of housing services, fostering innovation and continuous improvement.
  • Contribute to the council's financial strategy to ensure sustainability both in-year and over the medium term.
  • Work collaboratively with stakeholders to optimize the use of financial resources and provide strategic financial advice and support.
  • Continually review and report on financial risks and opportunities, advising on mitigation strategies and exploitation of opportunities.
  • Identify trends and changes in the operating environment that could impact service delivery and collaborate on potential solutions.
  • Ensure effective budgetary control systems and procedures are in place, addressing variations and emerging financial pressures.
  • Advise senior management on funding, financial management, and accounting requirements.
  • Promote a culture of empowerment and value for money, supporting budget holders and understanding key cost drivers within the housing sector.

Requirements:

  • Full membership of CCAB (preferably CIPFA), CIMA, CFA, or ACT with significant post-qualification experience.
  • Evidence of significant relevant continuing professional development.
  • Strategic management experience within a large public sector organisation, preferably local government.
  • Experience in persuading stakeholders to collaborate and focus on community needs.
  • Ability to prepare business cases for investment decisions, including options appraisals and evaluation techniques.
  • Experience working effectively in a high-pressure environment with competing demands and tight timescales.
  • Successful track record in resource management, business planning, and performance management, including budget formulation and financial modeling.
  • Preferably experience with housing finance.
