We are working with Blackburn Council to find a Commissioning Manager on an interim basis. 

Commissioning Manager – Supported Accommodation

Contract Type: Temporary (up to 6 months)  
Location: Blackburn  
Job Type: Full-time (minimum 3-4 days a week in the office)  
Day rate: £400-£500 per day umbrella. Please let me know your day rate expectations. 

We are seeking a Commissioning Manager with expertise in Supported Accommodation, particularly for individuals with Learning Disabilities and Autism, to join our team on a temporary basis. This senior-level role is crucial for driving the commissioning of services that make a positive impact on our local population.

Day to Day of the role:

- Lead a commissioning review of care and support services with a focus on Learning Disability and Autism, including accommodation and community-based services.  

- Develop costed housing with care model options and present evidence-based recommendations.  

- Manage the recommissioning process, including the development of service specifications, financial models, business cases, and procurement processes.  

- Promote effective governance and partnership working arrangements, ensuring integrated working across the health and care sector.  

- Engage in co-production with people with lived experience to inform the commissioning review.  

- Ensure the commissioned care and support model is effective, high-quality, safe, and meets all relevant legislative requirements.

Required Skills & Qualifications:

- Formal education to degree level or equivalent experience in a senior role within Learning Disability and Autism or Adult Social Care.  

- Extensive knowledge of commissioning services for people with learning disabilities, including accommodation and community-based provision.  

- Experience in social care commissioning, ideally within the NHS or provider sector, with a transition into council work.  

- Understanding of supported living for individuals with learning disabilities.  

- Proven ability to work in an integrated health and social care environment
