Job Title: BEMS Controls Engineer
Location: Edinburgh City Centre
Salary: £42,717 - £50,550 Per Year
Duration: Temporary roles with possibility of perm
Hours: Full-time, 36 hours per week, Mon - Fri

Key Responsibilities:
  • Provide professional and technical advice on all matters related to BEMS design, installation, and maintenance services for the Council's property portfolio.
  • Support and advise the Maintenance Manager in BEMS management, including development and implementation of design, construction, and maintenance.
  • Implement Property & Facilities Management Team policies, Service Plans, and Key Strategic Initiatives, ensuring conformity with Best Value regime, Investors in People, BSI QA, and Charter Mark accreditation.
  • Manage or attend public meetings, represent the Council on external working groups, and prepare reports and presentations as required.
  • Provide design expertise on allocated projects, ensuring compliance with client briefs and specified requirements.
  • Adhere to site standards, including H&SWA, CDM Regulations, etc., and provide information for budget formulation and monitoring.
  • Carry out surveys of existing BMS/BEMS installations, provide detailed condition reports with costings, and respond to alarms generated by the BMS/BEMS monitoring suite.
  • Liaise with Energy and Water Management team for data collation and analysis, and monitor fee expenditure and staff resources for efficient project execution.
  • Undertake project management, contract administration, and liaison work with external consultants on specific projects.
  • Advise on feasibility, viability, and cost implications of proposals by clients and external parties and participate in proposal analysis and presentation to Council Committees and external bodies.
  • Support Managers on relevant design matters regarding planned capital investment and cyclical maintenance.
  • Act as Principal Designer on all projects where appointed, collaborating with the team to ensure necessary information is provided and advice is acted upon.
  • Perform duties as prescribed in current CDM regulations, ensuring the Client understands their responsibilities, role, and obligations.

Essential Skills/Qualifications:
  • Degree qualified with significant experience in a relevant BEMS environment and membership of a relevant professional or technical body.
  • Experience in a BEMS management role, managing new build and alteration projects, and managing multi-disciplinary staff.
  • Ability to operate effectively in a dynamic environment, managing conflicting views and priorities while meeting regulatory obligations and strategic aims.
  • Work split between office environment and onsite visits in various weather conditions, with requirements for exposure to noise, dirt, dust, etc.
  • PPE provided within employment terms; representation of the Council in a professional capacity required.
  • Operate in accordance with the Council's Lone Working Policy.
