Workforce Planning Manager

Adecco are currently recruiting for a Workforce Planning Manager for a well known establishment based in Winsford. This role is a permanent position and offers a salary of £46,419 per annum.

OVERALL PURPOSE OF JOB:

Recommend, enable and deliver effective and timely evidence based decisions, in all matters relating to workforce planning over a rolling 5 year time horizon.

This senior management role within People and Org Development is the custodian of the workforce planning process and as such, it is a central and high impact role that is critical to long term successful policing. The decisions and outputs resulting from the effective workforce planning activities will seek to improve the service the Force provides with the aim that the effectiveness and efficiency of can be traced back to decisions based on workforce planning outcomes.

MAIN DUTIES AND RESPONSIBILITIES:

*The continuous workforce planning process and its outputs. This includes gaining sign off from Director of Finance & Resources / board for an evidenced based, fully costed 5 year workforce plan and to ensure this plan is delivered within the agreed time and budget framework.
*Segmentation, profiling and analysis of the workforce and its plan as demanded by strategic and operational demands during steady state or transformation.
*Formulating a cogent plan that delivers the workforce mix which meets the needs of our communities, is affordable, capable and to capacity, now and in the future.
*Highlighting risks and opportunities linked to any workforce decisions made at controlling boards.
*The systematic collation, analysis and distribution of valid and reliable data sets enabling a 'single version of the truth' and management information to support workforce planning activities across all service areas.
*Deliver and develop workforce planning on a rolling 4 quarter plus 4 years breakdown (linked to financial planning cycle).
*Produce workforce related analysis (e.g. in depth attrition analysis informing the outflow of workers) to continuously improve workforce planning and its effectiveness.
*Produce a comprehensive training plan, promotion plan and recruitment plan.
*Preparing and writing persuasive and convincing reports including recommendations on behalf of Workforce Planning department, Director of Finance and Resources (DFR) and other senior stakeholders.
*Keep informed of both internal and external changes that may impact workforce planning, including demand and supply.
*Hold the organisation and individuals accountable for delivering to the workforce plan, this includes and is not limited to inputs from Finance (eg. provide cost analysis for workforce plans), Training (eg. plans for training are delivered as agreed), Recruitment (eg. plans for recruitment are delivered as agreed), Business Intelligence Unit (eg. providing input to demand forecasts in time to build the rolling 5 year workforce plans).
*Scenario planning and gap analysis.
*Regular attendance at meetings with Chief Officers to advise and recommend on workforce planning matters.
*To provide a single point of expertise on workforce planning.
*To lead and manage projects as directed by Force command
*To promote and comply with North Wales Police policies on equal opportunities and health and safety both in the delivery of services and the treatment of others.
*To undertake any other duties as directed by the Supervisory Officer commensurate with the post and salary grading.
*Managing both staff and non staff resources, including the management and development of data systems to support the workforce planning process
