Reporting to your line manager the role involves assisting in providing a first class service to our customers, completing inspections of the highway network, helping to ensure that all defects are dealt with in accordance with the strategies and policies of the County Council and Essex Highways.
Technical experience as well as excellent customer skills is required to maintain the highest standards within the team and keep abreast of new national and local directives. Excellent communication and interpersonal skills will be necessary to ensure that all matters are dealt with in a courteous and helpful manner and customers are made fully aware of the services and standards the Council is able to deliver.
The main purpose of this role is to undertake all types of bridge/structure inspections, recording all defects in accordance with the Maintenance Strategy, as part of the delivery of the maintenance work for the Structures Maintenance Service. This will include both scheduled and ad hoc inspections undertaken by motor vehicle and on foot. The role will also include assisting in the design of maintenance works and also requires delivery of bridge management including the following areas: data management, third party approvals, emergency call outs, NRSWA, works programme & budget control, abnormal loads.
To carry out Inspections and record the condition of the public structure in accordance with the Essex Highways policies and national legislation to ensure the structure is safe and maintained in a condition acceptable to the Highway Authority. This may involve meeting with customers or stakeholders such as utility companies to discuss problems and provide advice on standards that can reasonably be expected.
Raise defects/jobs using data capture devices that allow the delivery team to take the appropriate action to rectify the defect in accordance with Essex Highways policies and national legislation.
Specify, monitor and supervise as required structures work by operatives and supply chain partners or utility companies and to ensure compliance with specification, safety, legislation and objectives of Essex Highways.
To assist in maintaining a comprehensive record keeping system that will provide full information to colleagues who will be maintaining or improving the structures stock in the future.
Take responsibility for personal intervention and instruction of immediate response where imminent and significant hazards are identified.
To assist with the identification of structures works for the future programmes as required.
Inspect and report on suitability of sites for issue of statutory Licences.
Provide a speedy and courteous response to requests for information and service requests.
To participate in meetings with colleagues to share experience, develop, review and document best practices and ensure consistency of approach.
Identify sites of accident claims, prepare claims forms and provide appropriate evidence as required.
To appear as required as expert witness at Crown Court, Public Inquiries and Hearings, prepare detailed evidence as specialist on practice issues and liaise with Counsel and solicitors in case preparation.

Understands the overall functions, aims and directions of the County Council and Essex Highways and how the structures service fits into those objectives.
Knowledge, skills and experience:
Completion of secondary school education, good general standard of literacy and numeracy, City and Guild relevant to highway engineering or ONC or equivalent qualification preferred.
Current valid driving licence and use of a car unless the role can be carried out effectively by using alternative means of transport.
Good level of mobility in order to cope with site and Health and Safety regulations. For applicants with a disability as defined by the Disability Discrimination Act the scope for reasonable adjustments will be explored with them as part of the selection process.
Knowledge of, and experience in maintenance, highway works including the application of statutory processes such as NRSWA 1991.
NRSWA accreditation Supervisor Certificate.
Knowledge of and experience in use of construction materials used in highways.
Appropriate knowledge of Health and Safety Legislation including Construction, Design and Management Regulations and Chapter 8.
Understanding of Highway Legislation, relevant design procedures and design standards and good practice.
Ability to measure work and convey instructions to others in accordance with procedural requirements.
Good IT skills encompassing the use of remote data capture device and inspection recording systems.
