Purpose of Job
Accountable to the Area Operational Managers and Building Control Manager for dealing with the structural engineering concepts of those matters referred for approval or advice. Formulate engineering policy and guidance on Building Control and associated matters including the public safety of stands terraces etc requiring a license or certificate under the safety of sports events legislation.
Summary of main duties and responsibilities
1.1 Responsible for the vetting, purchase and maintenance of engineering equipment and IT software, subject to agreed budget controls. Professional / Technical
2.1 Develop and prepare guidance and policy documents for the group, Council Members, MP’s, Chief Officers and members of the public on Building Control standards including as effected by European legislation.
2.2 Responsible for the vetting of proposals to carry out building works to ensure the structural concept is acceptable both in principle and in detail with due regard to the requirements of all pertinent regulations codes of practice etc. 2.3 Undertake site inspections as professional advisor on structural matters when required or when necessary to achieve detail background information upon proposals referred to the structural engineer for determination.
2.4 Represent Building Control at client meetings with full decision making authority.
2.5 Assist in the matter of dangerous structures referred by routine complaint or emergency services by investigating such reports and instigating any follow up action required under the relevant sections of the London Building Acts.
2.6 Act as professional witness upon legal proceedings where structural aspects form an element of the information and give evidence as necessary.
Prepare and present reports to building proposals for submission to Committee or other forums as necessary.
3.1 Responsible for the appointment, management and payment of all supplementary engineering staff subject to agreed budget controls.
3.2 Supervise Building Control staff in their dealings with proposals incorporating structural alterations. Formulate and implement training in structural analysis and assist in the induction, development and training of new staff.
4.1 Represent Greenwich Planning at any internal; or external meetings, public enquiries or forums court hearings etc on structural / building matters as required.
4.2 Deal with complex enquiries from and provide advice to Council Members other directorates Members of Parliament Government Departments and members of the public.
4.3 Liaise with clients on structural / building matters and specified projects.
5.1 Ensure at all times that work undertaken actively promotes the Council’s equal opportunities customer care and environmental policies in relation to service delivery and personnel practices.
5.2 In carrying out the duties of the post have due regard to the provisions of Health & Safety at Work legislation and Council policy and procedures.
5.3 Assist in the development and maintenance of any new technology systems and equipment for the benefit of the group .
