Position: Senior Licensing & Enforcement Officer

Salary: up to £34,022 per annum including local weighting

About the role:
The Senior Licensing and Enforcement Officer will protect and improve the health, quality, safety and economic prosperity of the district in an efficient and effective way through the application of specialist skills, knowledge and expertise covering the Licensing function. You will be the lead specialist and advisor to the team in enforcement and licensing.
Additionally, you will directly manage the team delivering the day to day service of processing licensing transactions in accordance with statutory requirements and council policies. You will act as the senior officer, advising and guiding the work of the enforcement team and leading on any complex case work. You will also develop and deliver policy and case work, including committee reports, prosecution files and procedures.
The successful candidate will have expert knowledge of licensing and enforcement functions and extensive experience in processing and issuing of licences. You will have experience of working in a local authority licensing service. You will be educated to degree level or equivalent, a Certificate of Higher Education in Licensing Law would be beneficial, as would attendance at relevant licensing courses and experience of managing people.
Additionally, you will have experience of interpreting legislative requirements and experience of delivering enforcement action and instituting legal proceedings. You will have the ability to write professional reports and appear as an expert witness. Good information technology skills are essential with standard office packages as well as experience of administering bespoke licensing systems. You will also have the ability to develop policies, procedures and protocols.
It would be beneficial if you have experience of UNIform and the ability to use desktop applications with speed and accuracy. The ability to use other specialist packages e.g. Web-based tools, Safety Net would also be an advantage.
