You will be accountable for ensuring your team adhere and conform with all agreed DIO, MOD and wider Government processes and procedures and for assuring all the commercial activity undertaken is in accordance with the terms of your Commercial Letter of Delegation (once essential criteria is met). In addition, you will need to ensure compliance with regulations, policy and commercial best practice.

The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.

Job description

Your primary function will be the delivery of commercial services and support to customers, which comprises commercial support throughout the life of projects and programmes from initial Procurement Strategy development through to project / programme closure and in some cases the sale of the Defence Estate.

You will have the opportunity to provide commercial advice and guidance to internal and external stakeholders some of whom may be senior members to the MOD. You will be accountable to the Director of Commercial for any commercial activity you undertake. Stakeholder engagement across DIO, Industry and wider Government will be an important aspect of your role so you will require excellent communication skills.

The ideal candidate will have experience in the procurement function which may cover all aspects of compiling and issuing tenders, negotiating and placing contracts and changes or contract management activities. Value for money is a must when dealing with public money and you will be expected to exploit commercial enabling arrangements where available, maximise use of commercial enablers and associated Management Information Systems to improve procurement.

You will require excellent leadership skills to help lead and develop your team members and there will be ample opportunity to develop your own skills further by continuing professional development which can include degree level qualifications through the Chartered Institute of Procurement and Supply (CIPS) which is fully funded, includes study leave and various routes of study to suit individual needs.

It would be essential for the successful to hold relevant or transferrable job-related experience in pre-sourcing, tendering and contract management and experience in leading and managing a team.

The following would be desirable:

• Chartered Institute of Procurement and Supply (CIPS) qualification or a willingness to obtain CIPS qualification to the minimum level within 2 years in post.
• Experience of procuring goods and services under EU Regulations
• MOD Letter of Delegation
