Senior Category Lead - Clinical Services
Cedar has exclusively partnered with Barking, Havering and Redbridge University Trust (BHRUT) to support them as they undertake a major transformation of their Procurement Department, moving towards becoming a commercially focussed enabler for both BHRUT and across the North East London (NEL) healthcare landscape.
As part of this transformation process, a new Director of Commercial Procurement Services has been recruited with the mandate to create a new Commercial Procurement Service which will deliver key cash releasing and non-cash releasing quality benefits in support of strategic outcomes for BHRUT and its NEL Partners.
The NEL Partnership with Homerton University Hospitals Foundation Trust, Barts Healthcare, North East London Foundation Trust and East London Foundation Trust, presents an exciting opportunity to work across the North East London region, supporting the development of true collaborative benefits that ultimately benefit our patients through the delivery of excellent patient care outcomes.
The first step towards commercialisation of the BHRUT team and supporting wider NEL outcomes, is to create a new BHRUT senior management team structure that delivers key commercial and operational outcomes across the entire spectrum of supply chain and logistics, operational sourcing, strategic procurement (clinical and non-clinical), Procure-2-Pay (P2P), data analytics, governance and compliance, supplier relationship management and both operational and strategic contract management.
The Procurement & Commercial Business Partner - Clinical is a key role to support the key commercial procurement outcomes in accordance with the implementation of the BHRUT vision and strategy for Commercial Procurement, as approved by the Trust Board.
The post holder will be part of a Commercial Procurement team within the Commercial Procurement Services Function and be the technical and commercial procurement lead for specific clinical procurement tenders, contracts and procurement projects. The post holder will develop and deliver a work plan of projects, savings and contract management initiatives, both within the Trust and across NEL.
This role will support and drive the Trust to deliver a Best in Class Commercial Procurement Service for BHRUT and Integrated Collaboration across North East London (NEL). This role will involve managing and maintaining strategic and operational relationships with internal and external stakeholders. Other key duties will include the management of strategic suppliers to maximise operational performance, whilst minimising risk and reducing costs in order to improve the overall financial and operational performance of BHRUT.
This role will report directly to the Head of Commercial Procurement - Clinical and will be part of a flexible resource pool to support the Commercial Procurement Services function. Key deliverables within this role will include leading on commercial planning and delivery, identification and delivery of cash releasing and non-cash releasing efficiencies to support the Trust's wider Quality Cost Improvement Programme (QCIP) savings agenda. This role will deliver major high risk and high value procurement projects in compliance with Trust SFIs and Procurement policies, procedures and legislation.
Key areas -
- Experience of working on Public Sector procurement projects in accordance with OJEU/PCR 2015
- Previous clinical and clinical supplies procurement experience
- NHS/healthcare clinical stakeholder management experience
- Supplier management and contract negotiation within the Public Sector
- Must be enthusiastic and commercially driven
- Effective stakeholder management
- Ability to communicate at all levels
- MCIPS Qualified
