Responsible for supporting the Assistant Head in providing Customer Support and Customer Delivery to the Reserve Estate. The RFCA Manager will be responsible for leading the DIO RFCA support team, and will work on behalf of the Customers to deliver the RFCA aggregated programme of works and the assurance of estate policy compliance. The RFCA Manager will be focused on stakeholder engagement, project delivery, performance management and identifying opportunities for improvement.

Job description

The RFCA Manager is responsible for ensuring that the RFCA team adhere and conform with all agreed DIO TLB process and operating procedures and that Council of Reserve Forces and Cadet Associations (CRFCA) and the RFCAs deliver facilities management in accordance with the DIO/CRFCA Service Level Agreement (SLA). This includes the annual review of the SLA to accommodate agreed changes.

Overseeing the ABC process and delivery of the outputs in the SLA and the funded programmes of work within agreed timescales and budgets. Scrutinising and recommending monthly payments in response to CRFA request for funds. Handling all business pertaining to RFCA/RFCA delivery and the Volunteer Estate and for liaison with senior managers within DIO and the wider MOD stakeholder community.

Representing DIO at all meetings as required under the terms of the SLA.
Support to response provision for Parliamentary Questions and Freedom of Information requests regarding the RFCA Estate.

ResponsibilitiesMain responsibilities include:

• Management of the DIO RFCA team
• Key DIO point of contact and conduit into RFCA for all stakeholders
• Stakeholder Engagement (Including internal DIO SMEs, Customers and the Supply Chain)
• Customer Support and Customer Delivery to the Reserve Estate
• Delivery Programme Management
• Risk Management
• Assurance of estate delivery policy compliance and Asset Management
• Compiling reports and returns
• Supporting the Assistant Head in managing Governance meetings and Working Groups
• Work with CFRCA and the RFCA Associations to identify process improvements

Experience of working in an infrastructure role or service delivery environment would be advantageous

Travel Requirements
There will be a requirement for regular UK travel to attend meetings and visit stakeholders. Some overnight stays may be required. As such a full UK driving licence is considered essential.

About our Team
DIO Regional Delivery (RD) South West (SW) and Reserve Forces & Cadets Associations (RFCA) Region manages delivery of contracted facilities management services and other Estates associated works to Ministry of Defence Establishments and Military users within three sub regional areas that make up the SW region; providing support to the RFCA for the whole of the UK.

This service involves Contract Management and key relationship management with estate users, key suppliers and includes liaison with other MoD and DIO depts/work streams, including H&S, Construction and Engineering, Programme Development, Project Delivery and Commercial to maintain DIO outputs in support of Military Capability.

Responsible for covering the delivery of projects, facilities management and disposals to meet the operational requirements of the military customers. This includes contract management; key relationship management with senior users, Contractors and other elements of DIO; ensuring robust performance management and assurance processes are in place to meet the statutory requirements; and, that clear reporting and governance frameworks are in place to meet customer needs.
