The Role:

To develop and manage a recruitment service which assists unemployed GM residents into work with key employers such as:

  • An internationally renowned University
  • Construction companies
  • Other employers across the city offering entry level and supervisory roles in a range of occupations.

Key Responsibilities:

Key Objectives:

  • Engage with and account manage employers
  • Meet the recruitment and training needs of employers who engage
  • Implement candidate acquisition plans, which engage with a high number of people seeking education and employment opportunities.
  • Work with partners, such as colleges and training providers to develop demand-led training programmes which ensure the job-readiness of people seeking work before placing them into roles with employers.
  • Assess candidate pools against specific job opportunities before submitting candidates and generating high numbers of job outcomes. Ensure that the team closely manage all candidates until they are placed onto a training programme or into work in the shortest possible time to provide a high level of customer service
  • Manage the daily running of a community-based centre and the services it delivers - candidate generation, advice and guidance to candidates, a local programme of training courses (Maths, English, ICT, CSCS, Facefit, Asbestos etc) and submission of candidates to appropriate vacancies.
  • Recruit, manage and develop staff operating within the community-based centre

Planning:

  • Account manage construction contractors and other employers, forecasting their labour needs
  • Use labour forecasts to develop and deliver local pre-employment training programmes for unemployed people and to ensure a pool of candidates is available in the right trades and occupations at the right time in order to generate job outcomes.
  • Work with partners such as colleges and providers to review labour forecasts by occupational area whilst influencing those partners to deliver training programmes which provide people with the skills needed to secure employment
  • Develop detailed delivery plans and timetables which deliver agreed targets in terms of candidates engaged, candidates trained and candidates placed into work
  • Develop and maintain robust Management Information systems which track the activity and outputs delivered by the service and allow for accountability to key partners and continuous improvement of the service

Business Development and Marketing:

  • Develop and deliver a candidate generation strategy working with key referral partners including JC+, provider networks, community groups, housing associations etc
  • Plan and deliver marketing campaigns which promote job and training opportunities and generate strong candidate pools
  • Promote the community-based centre service via Twitter, press releases (working with marketing departments), website, texts, community engagement, marketing campaigns
  • Regularly produce case studies, which can be used to promote the service to employers and unemployed people
  • Establish strong working relationships with training providers and colleges locally to ensure that those seeking work receive training which provides the skills employers need
  • Engage with, account manage and meet the recruitment needs of employers
  • Arrange events which bring together employers with those seeking work eg employer input to training programmes, work placements and speed dating sessions

Leadership and Management:

  • Implement agreed operational plans, meeting targets, through effective management and strong leadership within own team
  • Recruit, effectively manage and develop a strong team
  • Appropriately develop and manage health and safety and safeguarding arrangements for staff and customers
  • Manage individual and team performance fairly and transparently against agreed targets and standards of practice
  • Influence the behaviour of employers and training providers to ensure that demand for labour is met by the provision of appropriately skilled candidates. Lead new approaches

Quality improvement:

  • Seek and analyse feedback from individual customers and employers (alongside key MI) to identify areas for improvement in service design and customer service

  • Ability to attract, develop and place candidates into work

  • Strong communication & organisational skills

Experience:

  • Successful job role/s in a recruitment business or service
  • Candidate campaign development and management
  • Account management of employers
  • Working with partner agencies
  • Developing, managing and perhaps delivering training programmes (direct delivery or management of others)
  • Experience of driving quality and compliance alongside delivery of output targets
