Provide an efficient and effective range of services to Leaseholders and Freeholders within a patch including but not limited to: Major Work Projects/Section 20 Statutory Consultation and billing income, right-to-buy, assignments, annual service charge calculation/billing/resolving queries, income collection and recovery, enfranchisement, write offs/write backs, administration and enforcement of lease conditions, limitations and breaches e.g. ASB and other requests from leaseholders for services. At all times have regard to all Contracts, legislative and policy requirements.

To provide a high-quality service, always work closely with internal and external staff for example, asset management, legal services providers and advice agencies and work flexibly to cover for other team members.

Currently has a leasehold stock in the region of 1200 properties. The post holder is responsible for dealing with the full range of leasehold management issues to maximise revenue and avoid any financial loss to the HRA. To do this the post holder will need to assist in preparing and monitoring budget information, contribute to the updating of policies and procedures, risk assess potential dispensation cases and act in the best interest of the Council. The post holder will be required to work on their own initiative, juggle conflicting priorities, meet deadlines and make decisions which have a financial impact, daily with management support. The post holder is responsible for their own learning and development. Leasehold Services is part of The Resident Services Team which sits within the Council’s Community Directorate. Leasehold income is an essential part of balancing the Housing Revenue Account (HRA). The work of the Leasehold Team is imperative to ensure the Council recovers all expenditure that is legally due in the management and maintenance of its leasehold stock, that leasehold income is maximised through the service and recovery of annual service charge bills, S20 major works bills and the effective operation of the 'Right to Buy’ process.
