An exciting temporary position is available to support the development of a new service within North Ayrshire H&SCP. A respite and residential unit will open in the Summer 2020 providing care for up to 16 children with complex care needs. In conjunction with the new ASN School the service will be designed and build within Stevenston.

This innovative opportunity enables the successful candidate to lead and drive forward the project, work with a wide range of professionals, contractors, parents and young people to meet the service objectives.



To plan, execute and complete projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of project team members and third­ party contractors or consultants in order to deliver projects according to plan. The Project Manager will also define the project's objectives and oversee quality control and manage risk throughout the project's life cycle


Corporate Responsibilities

  • To manage/deliver the Service in accordance with the Council's corporate policies and procedures and relevant strategy
  • To manage/deliver the service outcomes, in the most efficient and effective way, that delivers the Council's Strategic Priorities within the Council Plan and contributes to the production of Directorate
  • To manage and monitor Capital and Revenue budgets as assigned and contribute to budget
  • To lead, or contribute to, the preparation of cross-service business development plans, as required.

Role Specific Tasks &Responsibilities

  • Direct and manage project development from beginning to end, using the project management framework and adhering to the Change Programme governance.
  • Adopt a structured programme management approach, by utilising techniques and disciplines to support organisational development, change and management of risk.
  • Ensure project delivery team has the knowledge, skills and abilities required to effectively develop and progress project plan and ensure promotion of continuous development of these.
  • Support and challenge the senior and line managers in their duties and responsibilities relating to the project and assist with the development of creative change solutions.
  • Ensure that project outputs meet Service(s)/IT requirements and are to the appropriate quality, on time and within budget.
  • Work collaboratively with the Service(s) to ensure project outputs incorporate skills development and knowledge transfer within the project team.
  • Manage the project's budget, monitoring the costs against benefits that are realised as the project progresses.
  • Promote and champion a culture of organisational transformation across the Council.
  • Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders
  • Effectively communicate, liaise and manage with team members and stakeholders in a timely and clear fashion.
  • Estimate the resources and participants needed to achieve project goals and produce relevant budget proposals.
  • Identify and manage project dependencies, the critical path, change requests and proactively manage changes in project scope.
  • Plan and schedule project timelines and milestones using appropriate tools tracking project milestones and deliverables.
  • Produce and present progress reports, proposals, requirements documentation, and presentations as required.
  • Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
  • Comply with the Council's Health & Safety policy in accordance with all relevant statutory requirements and codes of practice and be aware of equal opportunities in employment practices.





Education and Qualifications

  • Educated to Degree level or equivalent in appropriate discipline
