Program Manager: Substance Misuse Services Graduate level

Job Title for Placement: Program Manager Substance Misuse Services

The role of the Intern is to provide high-level support in an area that requires a short-term resource. The role is for the Haringey council.

Key deliverables

Public Health is concerned with improving the overall health and well-being of communities and addressing inequalities. It encompasses three broad areas of work and diverse activities:
*Health improvement: this includes programmes that work with individuals and communities to improve life styles. Examples include support in stopping smoking, encouraging physical activity and NHS Health checks.
*Health protection: this includes protection against communicable diseases and use of legal or regulatory powers to improve health. Examples include immunisation and vaccination against childhood diseases, cancer screening programmes and traffic calming.
*Healthcare Public Health this incorporates the production and use of best evidence and a description of the needs of a community. It is about working with others to ensure commissioning and provision of health care is of high quality, equitable, appropriate to the needs of the population and gives good value for money. Examples include Joint Strategic Needs Assessments (JSNA) and design of evidence based care pathways.

The majority of the public health grant funds clinical/treatment services for sexual health and substance misuse.

As well are our core business Haringey Public Health Team is always at the forefront of innovation and is working on a number of pan London or national programs which include - London sexual health transformation program, London Employment Devolution, National Substance Misuse Individual Placement Support (IPS) pilot.

Describe the projects the intern will be working on, including specific responsibilities?

Haringey has high levels of adult substance misuse, both drugs and alcohol. It is the Councils responsibility to ensure that residents get access to effective substance misuse services. Within the Council, this responsibility sits with the Director of Public health. The Senior Public Health Commissioner commissions services for substance. Haringey commission's three primary services, alcohol service, drug service and recovery service, these deliver interventions to both reduce harm and overcome dependency.

The Intern will work with the substance misuse commissioner to procure the new services. They will have a focus on working very closely with the service users on the evaluation of the recovery service. In addition, they will act as a program manager, leading on co-ordinating contributions from the different alcohol service commissioners, ensuring we are meeting their governance requirements. Day to day they will lead on working with procurement, legal and finance colleagues.

The intern will work with our legal team once commissioners have completed evaluations to draft a recommendation for award of contract. The Lead Counsellor will take this report to Cabinet. Therefore, the intern's role will also include briefing the Lead Counsellor.

Individual Placement Support (IPS) - The Intern will oversite the substance misuse Individual Placement Support (IPS) pilot. Haringey is one of 7 pilot sites in a national randomised control trial on IPS https://government/news/phe-announces-areas-for-ips-alcohol-and-drug-dependency-trial. Recovering from a substance misuse problem involves a broad spectrum of help to make life changes. We believe that employment is of key importance to recovery; however, our clients face many barriers to good employment. IPS has a very strong evidence base in helping those with mental health issues back into work, but is not currently available in substance misuse services. Therefore, this IPS pilot is an exciting opportunity and it is important that the trail be well run. St Mungo's is delivering the IPS pilot in Haringey. Responsibility for overseeing their delivery rests with the public health commissioner. The Intern will work with St Mungo's on delivery and link into the national program led by Public health England. St Mungo's have a schedule of activities, which the Intern will ensure that they are delivering. Plus, St Mungo's will need help changing the behaviour of our current services.

Candidate requirements

Would suit a candidate with a degree in Social Sciences, Social Policy, Health Studies or similar
*Interest in service delivery for those with drug and alcohol problems
*Any previous experience of working on large scale projects and programmes
*Good IT skills including use of excel/ word/ outlook packages
*Proactive and able to work on own initative


£372.40 per week
