Procurement Specialist (Estates & Capital Maintenance)

Our client is looking for somebody who will work closely with the Procurement Manager - Estates & Capital Development, the Head of Procurement and with the Trust’s clinical and corporate departments to deliver savings against the Trust’s challenging Cost Improvement Programme. The post holder will lead on a portfolio of procurement contracts and projects primarily across Non-Clinical category areas.

Job type: Temporary, expected to last 6 Months with a possible extension

Location: Southampton

Pay Rate: Up to £16.50 per hour PAYE or Up to £20.00 per hour umbrella

Hours per week: Monday to Friday - 8am to 4pm or 9am to 5pm

Responsibilities:

  • To work as a senior member of the procurement team participating in the development and implementation of customers’ procurement strategies by ensuring it is communicated, understood and supported by budget managers and clinicians, so achieving the department’s objectives and ensuring commercial arrangements are optimised throughout the Trust.
  • The post will involve the pro-active review and development of selected areas of non-pay spend and the planning, design and implementation of best value-for-money contracts and most cost-effective internal logistics arrangements. Best value-for-money contracts involve the development and expansion of contracts with collaborative organisations and other NHS Trusts.
  • To be responsible for the commercial management of specific category areas and have lead procurement responsibility for relevant clinical and executive divisions, working directly with the senior managers, budgetmanagers, clinicians and finance staff
  • To take lead responsibility for delivering high value and complex procurement projects within, primarily the Estates & Capital Development category areas.
  • To develop new and innovative methods of ensuring efficient processes for procurement in the Trust and deliver best value-for-money for stakeholders
  • To deputise in the absence of the Procurement Manager - Estates & Capital Development
  • This post is responsible for ensuring all capital and revenue trust expenditure is subject to value for money review in line with trust Standing Financial Instructions.
  • The role will be required to deliver and prioritise a range of Estates related contracts including new projects per and continue to contract manage and renew existing agreements.
  • Proactively and positively contribute to the successful performance of the organisation
  • Deliver excellent levels of customer service to staff at customer trusts
  • Act as an advocate for the organisation & its contribution to the health service arena through creating and maintaining effective partnerships and relationships with customer trusts
  • Develop and support the procurement team culture of collaborative, flexible cross-team working and commitment to delivering quality services and outcomes, which maintain the Government’s policies on public health
  • Work with sensitivity and an understanding of the issues facing those working to deliver health services to the UK population
  • Comply with corporate governance structure in keeping with the principles and standards set out by the organisation
  • Develop effective ways of working and create strong partnerships and relationships with all stakeholders to support the implementation of the Government’s policies on health
