A Local Authority in the East Midlands are currently looking for an interim Procurement and Contracts Officer for an initial 6 month period, with possibility of extension. You will be working for a Local Authority that are recognised as one of the best performing councils in the region, and provide a number of services to over 500,000 people

Key responsibilities of the role are:

  • Effective monitoring of contracts
  • Support mobilisation of contracts
  • Develop and advise on procurement, commissioning and contract management strategies
  • Prepare tender documentation and evaluation of tenders
  • Writing and awarding of contracts
  • Ensure the Council is compliant with the law in relation to its procurement activity (including EU procurement law while it remains relevant to the UK)
  • Excellent Supplier Relationship Management. Being able to manage current suppliers, introducing new suppliers and building long term relationships to enable continuous improvement
  • Be a part of new contract negotiations
  • Collect and analyse management information to find potential efficiences
  • Provide periodic reports to the General Management Team outlining contractual, procurement and monitoring activity (including financial and contractual performance)
  • Business case development
  • Managing a number of procurement projects
  • Lead investigation on commercial models
  • Lead development of category plans

The successful applicant will:

  • Be CIPS (or working towards), Prince2/MCIPS qualified or qualified by experience
  • Have a proven track record in improving procurement delivery and perception within an organisation
  • Have a proven track record in implementing and supporting the development of contract/procurement strategies
  • Have advanced Microsoft Office knowledge
  • Have excellent internal and external communication skills
  • Have the ability to manage numerous projects simultaneously
