Private Sector Housing Team Manager

Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for an experienced Private Sector Housing Team Manager on a 3 month contract. They would like someone who has the experience and knowledge in the following:

Purpose of the role:
To lead a team providing a high quality, range of investigation and enforcement duties in respect to the full range of private rented housing sector, premises in multiple occupation providing a high quality customer focussed service to residents and elected members, resolving complaints, carrying out environmental enforcement and providing technical advice. The range of enforcement activities may change over time, to reflect service needs.

Ensure that legislation is complied with by applying best practice and meeting national and local organisational aims and objectives.

To develop a cross cutting working approach to investigation and enforcement duties in respect to the full range of private rented housing sector, premises in multiple occupation across the Council to deliver the best outcomes for residents.

Duites and Responsibilites:

Lead a team that provides a high quality, customer-focused advice, enforcement and regulation service by dealing efficiently and effectively with casework across the full range private rented housing sector, premises in multiple occupation, including housing standards inspections, community nuisance and anti-social behaviour so as to achieve relevant performance targets and positive outcomes for residents and elected members

To lead the team to deliver the full range of investigation and enforcement measures in respect to the full range of private rented housing sector, premises in multiple occupation, including prosecution when appropriate, ensuring compliance with the relevant Council policies and procedures in respect of enforcement.

To ensure that all allocated enquiries and referrals from members of the public, elected members and other council departments, inspecting, investigating, writing responses and reports and providing advice are managed in order to meet targets and deadlines.

To ensure that all applications received for the licensing of premises in multiple occupation and where relevant conditions are met, the necessary licence is issued within performance targets and deadlines.

To ensure that all risk based assessments of premises in multiple occupation, taking appropriate enforcement actions to resolve safety/condition concerns or breeches in license conditions within performance target.

To be responsible for monitoring and managing officers case load to ensure that the prompt updating and recording of all actions taken.

To ensure compliance with all new and existing legislative requirements.

To ensure the requirements of the Data Protection Act 1998 etc are observed, closely follow service, corporate and legal guidelines with regard to the confidentiality of sensitive or personal data and information.

To continuously develop and implement and maintain safe systems of work for team members and to ensure that risk assessments are regularly carried out and updated, as required.

Skills/Experience/Knowledge
Educated to degree or diploma level in a relevant area, or equivalent and relevant operational experience.
Formally trained in investigation skills and techniques or equivalent relevant operational experience.
Post graduate qualification or similar in a relevant technical area.
UK driving licence or equivalent, and the use of a suitable vehicle at all times.
Ability to undertake site visits and inspections at various locations throughout the borough.
Three or more years experience in a similar role undertaking complaint and case work related to full range of private rented housing sector, premises in multiple occupation.
Experience of acting as a witness on behalf of an employer and/or appearing in court or at an inquiry to give evidence and be questioned as a witness.
Experience of pest control work and the legal aspects of this process.
Experience of serving legal notices and of the formal requirements of this process.
Experience of preparing HHSRS risk assessments, reports, schedules of defects and repair specifications.
A good role specific general knowledge and understanding of the key parts of relevant legislation, best practice, guidance and an appreciation of any emerging issues.
