Principal Property Advisor / Valuation Surveyor

My Client, a busy Local Authority in Essex, seeks a Principal Property Advisor with extensive experience of property matters, transactions, valuations, management and the general property activities of a local authority gained in the public and/or private sector, including providing high level advice.

You must be either a Fellow or Member of the Royal Institution of Chartered Surveyors to be considered for the role

The role involves the following:

Deputise for Property Strategy Manager, as and when needed. Act as an authorised signatory for Strategic Property Services in the absence of the Property Strategy Manager. Exercise the constitutional delegations of the Property Strategy Manager as and when required

To lead on the provision and procurement of a full range of valuation and estates services in respect of the Council's operational and non-operational property portfolio, including specifying, negotiating, commissioning and monitoring property services provided. To work autonomously, accepting high levels of responsibilities for outputs and consequences.

Take leadership of various major property/estates projects that will be required from time to time. Take responsibility to deliver such projects and to control and to personally manage the major financial effects, complexities and consequences arising

To facilitate and develop new and existing high value partnerships with both internal and external contracts and under your own direction to supply arrangements to secure Best Value for the Council in property and property management services

To effectively manage, motivate and monitor staff including all performance, training and compliance matters.

To actively contribute to the preparation of Corporate Property Strategies in respect of the Council's portfolio

The acquisition and disposal of commercial and operational property on behalf of the Council in line with required deadlines and in order for the Council to meet it's capital requirements. Activities to include the negotiation of detailed heads of terms which have major financial consequences and impacts for the Council, obtaining member approval to those terms where required and pro- actively progressing the transactions to completion

Undertake a wide range of complex estate management functions/arrangements in respect of the Council's commercial, agricultural and operational property portfolio including rent reviews, lease renewals and new lettings to ensure that essential revenue streams are protected and improved where possible

Representing the Section at the most senior level and preparing reports on property advice and transactions and taking responsibility to deal with all matters arising from these activities

Undertaking pro-active project management and the management of staff and contractors as necessary, ensuring case and project delivery and the meeting of deadlines and targets

To lead major and other various property and estates projects, including the direction and supervision of other staff as necessary and to report on such projects to both internal and external contacts

Undertake and procure a wide range of complex estate management functions in respect of the Council's commercial, agricultural and operational property portfolio to ensure that essential revenue streams are protected and improved where possible

Performing a pro-active project management role in respect of capital and other property schemes to ensure delivery of high value/high impact projects

Oversight of preparation of condition and dilapidation schedules for serving upon tenants including monitoring to ensure that such schedules are adhered to by lessees and enforcement of repairing liabilities and the recovery of repair expenditure contributions from commercial tenants

Preparing, procuring and maintaining asset valuations in respect of the Council's property portfolio in accordance with RICS guidelines and regulations and in line with best industry practice. Activities to include the presentation and analysis of such valuations at all levels within the Council

Providing senior advice to the Council on all property matters and taking individual responsibility for that advice and to deal with all matters arising from these activities

To undertake/procure rating valuations and appeals on a wide range of property types including specialised properties including references to Valuation Tribunals , dealing with external agents and organisations as necessary

Valuation of land and buildings for all purposes in accordance with RICS guidelines and regulations and in line with best industry practice. Activities to include the presentation and analysis of such valuations at all levels within the Council. To hold the status of 'Registered Valuer' with the Royal Institution of Chartered Surveyors

Undertake pro-active complex negotiations without direct supervision for the grant or renewal of leases or licences of operational properties, shops, offices, industrial premises and land and negotiation of rent reviews in respect of such property with authority to agree terms

The agreement of leasing and rental terms with community groups having regard to the Council's policies and general consents allowing the Council to dispose of property at less than market value

To monitor trends in property values, property legislation and case law and to report where necessary to senior officers within the Council and to external contacts. To prepare reports for the Council and clients and to take responsibility to deal with all matters arising from these activities

To attend Courts, Tribunals etc and to give professional evidence in association with the implementation of lease renewals, rent reviews, rent recovery, repossession or tenant default and other property matters and to liaise with all relevant professional advisers both internal and external to ensure that the Council's case is correctly prosecuted
